The words and music of the "Marseillaise" have been attributed to a certain Rouget de Lille. He is said to have been born in 1760, and to have been the son of a lawyer. In April, 1792, so runs the story, just after the French had delared war against the Austrians, De Lffle hap-
&ned to be in a garrison at Straaburg. mayor of the town invited him to dinner. The conversation chanced on military matters, and De Lille wjjio was known to have a turn for music and poetry, was asked by one of the gueste to compose something suitable for the political occasion. De Lille, excited by the dinner, and complimented by the demand, took his nddle as soon as he reached hia qtmrters, and produced what Uibach calls,""The eternal poem of the groat apogee of the Revolution." It was originally knows as the "Hymn des Mareeifias." De Iille was in his later years twice sent to prison, and being reduced to the most (fordid poverty, was obliged to translate English books, write prefaces to order, and do other literary hade labor to support life. NEW YORK, August 18.—A delegation of ^omen called upon General Hlulcock to-day, and Mrs. Lilly Divertux:HBlake said that Hhey had come to! ask him what I hope the wpman suffrage.party might enTtfiftafn in case any measure came before
Wm as Prudent which bore upen granting to wotnen the ballot. •The Geheral replied that the woman suffrage movement was a growing one, and that everything' that tended toward the amelibration of woman's condition had his sympathy. In the course of conversation, he said that women should be paid equally with men for the same kind of wbrk, equally well performed, and observed that When he first went to School in Norristown.'Penn., no public schools existed. His brothers ana himself attended a private academy. As soon, however,, as public Schools became estfibHshed his father sent his boys to one of th'em/ahd several wealthy neighbors did the sam»»s an example to those rwjio might -feel ashamed to seek a free education for their children. The General ^marked thit the teachers were then exclusively men, 'Bnd lie was pleased to see ,how extensively women had sinee become employed as such, and how efficient they ,generally are.
v~t~
Itfra. Slocum said the delegation desired a. decided expression from him as to whethar he would or would not veto any measure favorable to woman suffrage that might come before him a* President.
The General replied that if suoh a measure was voted tipen by Congress as a constitutional amendment, it would not tome before the President. If, however. Congress accorded women the right to vote in the District of Columbia, he certainly wOuld riffer no obstruction.
Mrs, jBlake asked if he considered women as a "people "Undoubtedly,'' Replied the General, "he would be a bold man who would undertake to say they Were not." "Then, General," said Mrs. Blake, Ve fllk nothing more than what you say in your letter of acceptance: It Is only by a full vote, a free ballot and a lair count (that the people can rule in fact, as required by the theory of our Government. "lam perfectly willing said General Hancock, "that you should say I take my Stand on that paragraph in my letter of acceptance."
During a general con#rsation General Hancock expressed much interest in the prospect of women taking part in the Presidential campaign, and asked what their plans were for canvassing. The delegation departed well pleased with their reception.
