The Honorable Mayor Informed the council that a sanitary ordinance had been prepared by the citj' attorney, and was in print, and would be read to the
the station house keeper wag read, and the vote stood five noes, and five ayes, which left, of course, the deciding vote to the mayor, who promptly came to the scratch and voted no, which decided the question.
Mr. 31cCutcheon offered a resolution that all the standing committees for the ensuing year be elected by ballot. When put to a vote it stood as follows. Aye#, —Briggs, Ellis. Farrington, McCutcheon, Polk: naves,—Beauchamp, Clutter. Frisr. Grace, Harrison. This left another tie, and the mayor very naturally voted nay, which squashed the resolution for the time being.
A resolution was here introduced that the water works be ordered to extend their main# from Moffatt street to Grover, on Second. Referred to the committee on water.
At this juncture blue-lightningbegan to flash, for everybody were

and you could have heard a pin drop. Every one held his breath, for the great bribe taker, Harrison, was seen to slowly rise from hi# seat, and with courage mux pettr, said that in regard to the vote as to the standing committees, he desired to recall hi.s vote, stating that he had good reasons that he would explain hereafter.
Mayor—It cannot be recalled it has been recorded. Harrison—Sir, I make a motion to reconsider.
McCutcheon—Sir, can I second that motion? After #ome discussion it was decided that the motion to reconsider was in order, and by a party vote wa# carried Harrison voting with the Republican#.
Mr. McCutcheon moved the adoption of the resolution, that ail standing committee# be selected by ballot. This motion was seconded by Mr. Farriugton, and before the the motion was put to one of the greatest parlimentarian# the world ever saw. His Honor, the Mayor, established a mode of telegraphy entirely new to the scientific world, but which seemed to be as readily understood by the son of uuld ircland, John Regan, us it was unique to the causual observer out of the "'ring," for the gentlemen from the First ward sprang to his feet and moved to adjourn. What a "God's send" no doubt was the thought of His Honor the Mayor, our modern Garee Ion, for almost with the second lo the motion the Mayor was putting it to the house, and before the vote was taken, Mr, McCutcheon demanded the ayes and noes, but His Honor, the Mayor, refused to recognize the gentleman from the Sixth ward, and declared the Council adjourned to Monday night. Thus ends one of the beginnings of a scries of expected Democratic bulldozing and misrule right here at home. If this is fair sample of what we are expected to look for, in ease the Democrat# get control of the general government this fall, woe unto this land of liberty and plenty. Let this be a warning to the
third-term bolter*,
and let u# all "holler" for Grant, for such is the material that the country all over this broad land need# to-day.

To the Mayor and Common Counal:
In compliance with a resolution adopted by the council, December 12th, 1878. your committee on public improvements in connection with the chairman of the committee on water and a majority of the fire committee, have examined the public buildings in the city of Terre Haute as to means of escape in case of fire, and beg leave to submit the following report for your consideration: "The Ope pi House, corner of Fourth and Main streets, was the first building to claim our attention. Of said building your committee desire to say,

mend 1st: That the Terre Haute Opera House Companj*. or their agent, be required to convert the three windows immediately in front of their ticket office into a door or doors, with a suitable flight of stairs to empty the first floor of said building in case of fire. 2d: That they bo required to protect their foot lights with a wire cap in addition to the glass chimneys now in use. 3d: That they be required to lay water works into said building and erect a water plug, and that they purchase a sufficient amount of hose to reach any part of said building, and that said hose oe at all times connected with said fire plug in said buildiug, and thiu the necessary tools be provided for opening said fire plug at any and all times.
The fourth refers to the employment of police. 5th: We would recommend that the stairways in the rooms occupied by lloberif. Root & Co., Frank iV Rothschild and Mr. Dooley, be cased up with iron instead of light pine lumber, as is now the case.

10, 1879.]
SECTION 1. Be it ordained by the Common Council of the City of Terre Hnute, that it shall be unlawful for the owner or owners or agent for the renting of any buildiug within the limits of the City of Terre Haute, to let the same to any person or persons for the purpose of holding any theatrical and other exhibition or public shows, for which money i# demanded or received, until the said own er, owners, or agent, shall have filed with the City Clerk a" certificate of the Board of Public Improvements of said City, that said owner, owners, or agent have provided means of egress from said building satisfactory to the said Board, and any one violating the provisions of this Ordinance, shall, upon conviction before the Mayor of said city, be fined fifty dollars and costs for the first offense, and one hundred dollars for each succeeding offense.
SEC. 3. Whereas, an emergency exists for the immediate taking effect of this Ordinance, therefore, the same shall take effect and be in force from and after it# passage and publication.
