XO. 8.
The following amendments proposed towit: Amend «ieetion I the 7th article t/ read:
Section 1. The judicial power of the State shail IK vested in a Supreme Court, Circuit Court.*, and such other courts as the General Assembly may establish.
The words "such other courts" are substituted for the words "such inferior courts," enabling the Legislature to establish other courts not inferior in jurisdiction to the Circuit Court, and to establish a perfect system of jurisprudence which will greatly reduce expenses and at ihe same time facilitate business.
AMENDMENT NO. 9.
No political or municipal corporation in this State shall ever tn-wmieIndebted, in* any manner, or for any purpose, to an amount in the aggregate exceeding two per centum on the value of the taxable property within said corporation, to be ascertained by the last assessment for State and county taxes, previous to the incurring of such indebtedness, and all bonds or olbigations in excess of such amount given by such corporations shall be void provided that in time of war, foreign invasion, or other great public calamity, on petition of a majority of tbe property owner#, in number and Value, within the limits of such corporation, the public authoritieM, in their discretion, may incur obligations necessary for ihe public protection and defense, to such amount as mnv be requested in such petition.
If this amendment had been passed 20 years ago the State of Indiana would have been $10,000,000 better off to-day. There has been litearllv no embargo upon the schemes of plunder which have beset the towns, cities and counties of the State. Tliis provision is designed to protect the taxpayer* and limit the amount that niav be assessed against them, and to which these niunicipiuilies may bqbtirdened with debt.
The Republicans of Indiana nrc fully committcd to nil of these amendments, and the better class of the Democratic party also favored them in the hwt General Assembly. They art* all measures of reform looking to the protection of the ballot box ami to Ihe protection of Untax payers of the Slate against, cs' -^ive burdens. They should each and every one of them be adopted by the electors of the State by not less than one hundred thousand majority.

One of the primary objects of the Grand Army of the Republic is to perpetuate the memory and history of dead comrades— those who died in the service, as well as lboM* since the close of the rebellion. To carry out this provision of the association,1 it is desired by Morton Post, No. 1. of Terre Haute, to have a complete record of the military history of all who may be buried In the vicinity of this eity, and particularly those in the city cemetery. The undersigned have been appointed by the Post a committee to compile and pretyire such record, and we desire It to be as hill and correct as possible, as it is dcsigned for preservation as a permanent record. The mail Is collected from street letter boxes on Main street from 1*J to 13th streets, north on 4th to Cherry, south on 4tn to Walnut and sonth on 1st to Poplar, and Ohio rftreet letween l»t aud 5th, every week day between 8.30 andO.-Wa m, between i):M0and 10:30 a m. between 12:30 and 2:00 m, [this collection includes to Poplar street on tbo sonth, nnd east to 13th, and north to Union Depot) between 8:30 and 8:30 m, between 4:80 and b:30 m, and between 8:00 and 0:00 pni. All other oses are collected from twice per day. between the h«"rs of 8:00 and 10:00 am and between 1 Si) and 3:30 pm.
There are five-deliveries of mail per day in the bnxiness partof the city: at 7:00 and 11:30 a m. 1:00,2:00 and 4:90 also a delivery at 8:00 p, in. to euch business houses as desire it, whose place of business Is located between 3d and 7th street* and not more than one xqiiare from Main.
On Sunday, the Post Office Is |opcu from S to 10 o'clock a m, Snd persons desiring their mail can call at the window designated by the number of their carrier.
