If this amendment had oeen passed 20 years ago the Strife of Indiana Vould have been $10,000,000 better off to-day. There has been lltearllv no embargo upon the schemes of plunder which have heset the towns, cities and counties of the State. This provision if* designed to protect the taxpayers and limit tlie amount that may be assessed against them, apd to which these municipalities ma}'be burdened with debt.
