The “Views of Life Long Demociat” or rather, judging from his production—“Demogogue”—will deceive no one. He rehashes the bombastic declarations of republican campaign orators made every veai since the close of the var, and adds that if it were not for tho anything everything n pulist party he “would surely vote the republican ticket.” This deelalation J stabl shes his propsr status, exhibits him in his true light. His assumed dissatisfaction because the Demociacy accepted the situation, at different times, when it was beyond their power t< > change it, clearly proves to what weak propositions Le has to resort to gratify his fault-finding propensities. In Alabama the Republican and Populist parties have pooled their issues. In Jasp r county, in the interest of be Republican party, a correspondent is pressed to the front, labeled “Life Long Democrat” whose false pretense is exposed by his announcement that in a choice between the republican and democratic parties “1 would surely vote the republican ticken.” This scheme won’t win, and another is added. An old-time republican, the highly talented and efficient Dr. Slaughter gives notice that he is engaged in organizing and reorganiz ng ‘Alliances.”— The Pilot announces that a cams paign of education ha® commenced —the Alliances are expected t > convert the membership with Democratic tendencies into populistic voters, while the republican elei ment, of the “Life Long Democrat” class “would surely vote the republican ticket.” No Democrat of independent thought will place himself under the tutilage ot men so badly in need of correct instruction themselves. The impression prevails with many people that “quart shops” are not subject to the satsu restrictions as other saloons, is no grounc for tUs belief, except that the quart shop sells on a government license and pays no local license fee. Competent law.yers say they are subject to State laws ju3t as othei saioons. The new law of Indiana provides that all court costs taxed against litigants must be paid into the county treasury,land the law makes it imperative oh the parfof the clerk of the county to issue fee fee bills in sixty days after judgement is rendered. As the fee bill adds from s‘2 to $lO to the costs it will be well for parties to liereaf ter look after their court costs.
The Deadly Cigarette. Logansport Pharos: A case of cigarette poisoning, which lias been attended with fatal results, is reported fiom converse. The victim is Pear! Pence, the seven-teen-year-old son of John Pence, and one of the brightest young men in the town. He begau smoking cigarettes four or five years ago, and the habit grew upon him until he became a slave to it. His health began to .fail, and he stopped using the weed, but his system had become so saturated with nicotine poison that he was beyond the rtach of medical aid, aud yesterday tho physicians said that life couid be prolonged tor only a short time Spitler & Kight say: “Ask your neighbor about our laundry work and they will tell you it is the best they ever had done.
THE STATE’S FINANCES.
Debt Reduced Over $400,000 This Year and $300,000 Will Be Paid Next March. The good results of the new tax law coupled with the sinking fund levy provided by the last Demo cratic legislature, are shown in the rapid reduction of the state debt. The state debt has been reduced $400,000 this year. This will be bhown by Au litor Daily’s report, which will be in the hands cf the printer in a few days. During the year bonds to the amountof sl,085,000 were refunded at a re ducel rat of interest, and $27,000 ui premiums was saved. Next March $300,000 of bonds will be due, and it is intended to retire them. The total foreign debt of the state is about $7,000,000. TLe next legislature will be asked to increase the sinking fund levy, so the debt can be canceled more rap* idly.

The non-arrival of material has delayed the work, but now that all that is necessary is ready, it will go up more quickly. Surgeons, nurses, chaplains, attendants, and all non-combatants wearing its badge, all supplies, and whatever elae, under its care, are likewise protected. In this country it has a dvll branah, known as tbe American Amendment, which other countries are adopting, and which provides relief against woes arising from Are, flood, pestilence and other national calamities. As late as the Crimean war, civil help for military necessities was unknown, and Florence Nightingale walked Into a pathless field. In our own civil war relief was afforded f>y the Sanitary and Christian commissions. The Red Cross became active A ret In the Franco-Ger-man war of 1870-1, and the annals of Chat war were not stained by any record of needless inhumanity or cruelty to wounded or sick. Since then no war between nations within the treaty has taken place In which the Red Cross has not done Its work, maintained its position and been respected. Under the American Amendment it has had a chare, according to Miss Clara Barton, its originator and leading spirit, in relief work in the case of the forest Urea of Michigan la 1881; the overflow of the Jiiwtosippii la 1888; the drought of Texas in 18m; the relief of the sufferera from the Mount Vernon cyclone la 1888; the yellow fever epidemic in Florida In 1888; the Johnstown disaster in 1889; the Russian famine In 1891-92; and the hurricane and tidal wave of the South Carolina sea Island coast in 1893M. It has also, during that time, taken part in several International movements.
