Russia Is Very Poor.
iiussia Is supposed to be the richest country in the world. Its Emperor has an income of more than $10,'100,000 a year, and the annual revenues of the government are almost half a billion dollars. In its natural resources there is no country which compares with it, and it could, if It developed these, be more independent of the outside world than China is to-day. The truth is, however, that Russia is land poor. It has more country than it knows what to do with, and its finances are administered in such a shiftless way that It runs behind millions of dollars every year, and its government debt constantly Increases. It already owes more than $2,500,000,000, or more than 5,500,000,000 roubles, and its paper money is worth par value of 75 cents.
