Russia Is Very Poor.
iiussia Is supposed to be the richest country in the world. Its Emperor has an income of more than $10,'100,000 a year, and the annual revenues of the government are almost half a billion dollars. In its natural resources there is no country which compares with it, and it could, if It developed these, be more independent of the outside world than China is to-day. The truth is, however, that Russia is land poor. It has more country than it knows what to do with, and its finances are administered in such a shiftless way that It runs behind millions of dollars every year, and its government debt constantly Increases. It already owes more than $2,500,000,000, or more than 5,500,000,000 roubles, and its paper money is worth par value of 75 cents.

That at the regular March Session, 1893, of the Board of Commissioners of Jasper County, Indiana, the said Board did, on fpetition, by an Order regularly entered of record, establish a Work-House for said County, as provided by statute, and did declare the County Jail such Woik-llouse Said Board also established rules and regulations for the management of said Work-House, and for keeping at hard labor persons committed thereto, and appointe i Benjamin D. McColly as Supeiinteudent th.rtof. All Magistrates of the county aro notified that said WorkHonse is now ready for the recepti n of all persons so comrnitted under iho provisions of Section 6269 of the Revised Statutes of 1881. For the better protection of society, the attention of Magistrates is especially callod to Sections 2131 and 2135 of said Statutes. By order of the Board of Commissioners.
