How short 4 time it is since our surp’us was an old song. Now we have our Secretary of the Treasury denying that there is a deficit. In fact, the Treasury seems to be in the condition of Mother Hubbard’s cup* board when she went to it to get the poor dog a bone. The secretary says the net cash balance consists of subsidiary coinage, and there are besides disbursing officers’ balances and national bank redemption funds—in other words, money that is pledged to other uses— so that with even the shifty book-keeping that was resorted to by the present regime we are down to“quarteis,” “dimes” and“halfs” to protect us from a deficit unless we appropriate money that belongs to the other uses. Honest book keeping, such as we nad till now, and such as records private business, would doubtless show a deficit. A prohibitory tariff and a billion dollar congress will bankrupt any country if given time enough.
