Philadelphia special: “High license will go into effect January 1 in Pennsylvania. In the large cities the minimnm fee is fixed at SSOO per annum, and each has to give two bonds, signed by different sureties, in the sum of $2,000 •each, for the proper conduct of his saloon tinder ihe laws and ordinances. The terms •of the bond obligate the sureties to pay

all fines and penalties or damages ih\t may be levied against the saloonkeeper for violation of the laws governing the sale of liquor."
