A Paris paper states that during his visit at Copenhagen the Czar formed an anti-Germai) alliance with Belgium, Holland, Sweden, and Denmark. Hong Kong advices report severe damages to shipping by recent typhoons. On Sept 15 the Chinese transport Waylee was lost in the Pescadores, 280 Chinamen and five Europeans being drowned.
