THE FOREIGN BUDGET.

The heir to the throne is a boy of 16, and he has numerous interested relatives who would be glad to relieve him of the cares of Government An internal disturbance in the country might call for interference on the part of England, France, Italy, and Spain, all of which nations have interests there.
