We looked down upon the Senators for a few minutes. There were but few present. I was leaning upon the balustrade with my hat in hand when a henate employe approached and requested me to remove it from the railing. 1 remarked: “I am holding my hat sir,” to which the reply came: “I know that, but it is against the rules. ” And then he added: “If a hat or piece of paper fell down from here it might hit something soft, and then there would be a smash.” That appeal was sufficient, and the hat was instantly placed on the seat beside me.
