The Madagascar rice crop has failed, and famine is imminent in the interior. The French Institute has awarded its biennial prize to Dr. Brown-Sequard for his discoveries in physiology. In the rifle contest at Bingen-on-the-Rhine, Rodler, of the New York team, was made rifle king. Earl Spencer, lately Lord Lieutenant of Ireland, has been offered a Dukedom by the Queen. In the Spanish ’ Senate, Senor Novaliches has entered a protest against the visit of King Alfonso to the cholera districts, claiming that it .was against any constitutional right enjoyed by the sovereign. Lord Randolph Churchill has been re-elected member of Parliament from" Woodstock. lord Churchill made no personal effort, leaving the direction of his canvass -to hit wife, formerly Miss Jerome, of New York.
