The House Committee on Elections recommend that the various contestants and the members whose seats were contested, no matter what the result, be allowed sums varying from 83,540 to SI,OOO each. Gen. O. E. Babcock, who was Gen. Grant's Private Secretary, Col. Levi P. Luckey, who was his assistant at the time, •and wbo has been his chief clerk, and B. P. Sutler, a resident of Washington, were drowned off the <coast of Florida, where they were superintending the construction of a lighthouse. The Comptroller of the Currency has authorized the Union National Bankof Cleveland, Ohio, to begin business with a capital •of 81,000,000.
