Representatives Steele and Cutoheon, of the Committee on Military Affairs, havo submitted the views*of the minority on the Fltz John Porter bill. They state that the bill sets aside the judgment of the highest military tribunal ever organized in this country, thereby conflicting with the very spirit of the Constitution.
