[New York S iu.] The most audacious sham yer proposed in Congress is the bill Which passed the House’ou Tuesday pretending to reduce the internal revenue taxatioa. The Republicans [hedged them selvos to a large reduction of taxes when the present House of Representatives was elected. Mr. Keiley, Chairman of tho Ways and Means, volunteered the most proiu.su promise to this effect. These professions were made to be broken. The Treasury estimates the surplus for the coming year at $137,000,000. With this enormous capital lying un productive, the Republican majorities in Congress insist that taxation shall goon as io has done for half a generation, on a war basis, and that in this day of trial the workingman shall have no relief. The issue is joined and the record is made up. The two parties will go to the people on the votes given up on this sham.
