The Bleeding Process Still Goes On
There is a law on the statute books of the United States which declares it a criminal offense for any officer or any employe of the government, outside of those confirmed by the United States Berate, to ask, give or receive from any ofiiiei of the government or employe of the same any money or thing of value for political purposes- Under this statute, says Harper’s Weekly: “General Curtis, tne treasurer of the Republican State Committee of New York has just been convicted.— The law is a declaration by Congress that the system of extortion and rob bery known as political assessments is odious and intolerable, aud should be legally stigmatised us a public offense. But simultaneously with the conviction under the law of Congress certain members of Congress who constitute the executive committee of tho Congressional Republican Committee issue u summons to all the employes of the government, including laborers in the navy yatds to pay the assessment which the law forbids them to pay to of lier employes. This summons states that the payment of the assessment will not be objected to in any official quarter; that is to say, that the Government willcountenauce a virtual breach of the law of Con gross <vhen the offense can not be technically punished.
