The State Board also issues circu lar “K” as follows: Owing to the delay in the organization of.the Local Board of Health, Paragraph 1, (circular D)-special rule as to vaccination — : is so modified that the health precincts where the Health Officer has not yet given notice to School Boards, Township Trustees, etc., as to the requirements of such rule, all Health Officers now or hereafter to be elected, are directed to give a proper written notice together with a copy of such rules to each School Board, Township Trustee, and faculty of college (through its proper officers) that special rule as to vaccination. Paragragh 1 will be strictly enforced on and after thirty days subsequent to time of such School Board’s etc., receiving such notice. For the purpose of vaccination, non-humanized virus, or that taken directly from the cow, is the most reliable. Only in cases of emergency during the prevalence of smallpox, and where the non-human-ized virus can not be obtained, and where the local Health Board is satis fled and fully indorses in writing the puiity of the particular virus used in any case can the use of humanized virus, obtained from the arm of a healthy child, oe allowed. As further reason of this rule we call attention to the fact that physicians are liable to criminal prosecution if bad results ensue from the use o* vaccine virus that is not pure. In such health precinct, the health officer, will make provision for the free vaccination of all who, in their opinion, need such accommodation, so that none shall suffer for the want so a chance uo obey the rule. Other paragraphs of the order of November 29, are unmodified and in full force.
