It is a fact that the matter of wJieh Senator Bayard made mention was not creditable to any of the parties mentioned—a fact which the n eo. d of the Treasury and the evidence of seme of the parties themselves will establish. The infamous moiety system then had the sanction of law, and Sanborn and Jayne were flourishing, Thelatter filed information, and the firm set* tied with the Government by paving it $271,017. The amount left ufte.' paying of costs wa55202,872, of which $131,630 was paid to Jayne, $21,906 to C. A. Arthur, Collector of the Pori, $21,906 to Alonzo B. Cornell, Surveyor of the Pert, and $21,906 to the Naval officer. When inquiry was aaade into the matter, in 1874, Noah Davis, the Judge who took occasion recently to lecture a gentleman from the Bench on ideas of personal honor, was forced to testify that he was present and assisted in patching up the matter whereby his client benefltted so materially—his client being the infamous Jayne—and that among the persons present and aiding in effecting the profitable compromise was Roscoe Conkling.
