Mr. Fawcett, the British Postmaster General, has a new plan for facilitating the small savings of the poor. A saving child may get an official strip of paper intended to hold twelve stamps, add a stamp at a time to it as he can save a penny, and when it is full take it to the postoffice and get a savings-bank receipt for Is., the minimum deposit which it will pay the Postoflice Savings Bank to take.
