Bell is hi receipt of a letter from his daughter Irene in which she states that they arrived as Denver, Colorado safe Thursday morning at ten o'clock and she says is feeling much better than ■when she left hdre. When she left • she was unable to walk and now she can get around quite well under the circumstances. On leaving Chicago for Denver they happened to meet a nurse who was going direct to Denver and Mrs. Bell iiumcdi atey gave her the control and care of Irene during flie remainder of the trip. They are stopping at the Metripole Hotel at present until they can tell exactly where they will have to locate permanently. The doctor thinks that she wit! have to be taken to a higher altitude - than she is in at present, but it will have to be done gradually and due care exercised. The doctor thorough ly dignosed her ease and the results were the sani" as found existing by | Dr. Boyers. Her many young! 4’rjends here will no doubt welcome this good news a« they are all hoping she may have speedy recovery. We will endeavor to keep our readers posted as to her condition. There will lx? sessions both afternoon and evening in Tomlinson hall. Addresses will be made by Supreme Chancelllor Tracy F. Bangs of North Dakota and Vice Surp w Chancelor Charles Shi vely of Richmond. These two men are the highest officials in the order, and their i presence means much to the rank ; and file of the membership. The parade which is to be hdd in the ) afternoon will be spectacular. It 1 will be headed by he Indiana bri- ' gade of the Uniform Rank, with members of the subordinate lodges i following. It is hoped by the committee in charge have several ’ thousand knights in line. Prizes ‘ aggregating SI,OOO will be given for ■ i the largest Uniform Rank company I and other prizes are to be given for ■ the parade. The most unusual 1 features of the meeting, however, I is the secret work that will be j given at the secret sessions. The rank of page, the first rank in the order, will be conferred on a class ? Republican District Primary ' Election, to be Held Tuesday, March 1,1904. •
“•J n conversation with County [ Chairman Frysinger we learn that 'no steps have been taken toward f I establishing voting precincts for the congressional primary. He , thinks that these matters will soon ' be disposed of by committee meetjug. He thinks also that the preIcincts Will be doubled up some, and ; yiay lie patterned after the democratic priamry system, and if so • there will be twenty five precincts instead of tihrty-one preeinots. The ' Daily Democrat will keep the put»- ’ lie posted and in touch with the ar- 1 ■ rangemenls as made. Following is , their rules and regulations as they . were adopted: ' Ours is a government of the people for the people.and by the people;— and faith in the intelligence and the i ■ integrity of the masses of the people and in their capacity for self govern- ! ment, is the corner stone thereof. The Republican Party is the .party of the people, and teaches the doctrine that every citizen, however humble, should have and bear his | part in the control and support of our govermneat; and that evey republican should have and .r his part in the control and man. _ement , of our-party; that each shall have a voice and the majority shall rule. The precept is godrl: and our practice should be consistent therewith. Therefore, be it resolved, by the Republican Committee of the Eighth Congressional District of Indiana, a. follow® — First —That every republican vot- ' er of our District shall, be invited and : given an opportunity to have a voice I directly in the nomination of our candidate for Congressman to be I elected at the ensuing election. They shall establish and locate as many voting places in their respective townships as they shall deem j expedient; and to each such voting place they shall such precinct as they . hall deem expedient; and no voter shall vote elsewhere than at the place to which his precinct shall be assigned: and no precinct shall be divided. RULE 10. I Immediately upon the completion of the count, at each voting place, the unused ballots shall be placed in the same envelop the protested and uncounted voted ballots shall be placed in another envelop; and the counted ballots shall be placed in another envelop; and all three of said envelops shall lie securely sealed—and placed in a bag, which bag shall be feecureiy /sealed —and tone copy each of the poll list and tally sheet and certificate shall be placed in another envelop, which shall be secureily sealed. Said bag containing the ballots and also said envelop containI ing the copies of the poll list, tally sheet, and certificate immediately, and not later than the next day after said primary election, i shall be transmitted to the Chairman of this Committee. The remaining ; copies of the poll list, tally sheet and I certificate shall be retained, by the Inspector to be forwarded to the Chairman of tlas Committee, if needed or demanded by him. RULE H. As soon as the Chairman of tins Comittee shall hav° received returns . from the voting places, he shall convene this Committee —who, when so convened, shall proceed to canvass said returns, and to declare the result of said primary election; and the decision of this Committee as to such results shall be final; unless there be a contest: in which case this committee shall decide such contest, which decision shall be final. RULE 12. The candidate receiving the greatest number of votes at said primary election shall lie declared the nominee. RULE 13. Within tea days alter the promulgation of the result of the canvass, any candidate may controvert the correctness of the canvass and may demand a recount of the votes by this committee; which recount thereupon shall be made, and the correct result promulgated, which shall be final; provided that if a recount of the ballots voted be had. the same may be done bv such sub-committee as this committee, shall appoint. RUI.E 14. At the expiration of ten days front the time of the promulgation of the result of the canvass, all the ballots shall be destroyed by burning them, unless there be a contest, "in which ea«e the ballots shall be preserved until the result of such contest shall be promulgated, when they immediately shall be destroyed by burning them. RULE iu. It shall be the duty of the Chair- I , man of this Committee to supervise ■ rhe printing-of the tickets to be vot- I ed at said primary election, and to cause them to be counted and transmitted. in sealed packages, to the inspector appointed to hold said primary election, at each of the voting nlaces in the District, preserving a record of the number so transmitted to each such inspector; and no tickets shall be used UT voted at said primary election, except those so furnished by the Chairman of this Committee. Not more than three days before the time set for said primary election, said sealed packages of tickets shall be delivered by the chairman ot this Committee to the members of this Committee, for transmission by them to the several inspectors in their respective counties: and it shall I be the duty of the several members inspectors in their respective counties in time for use thereof at said primary election. RULE Ifi. A majority of the precinct committeemen of each township shall constitute a quorum, and be authorized to transact business; and, when : a quorum or more shall be pres- ] ent. a majority o* those present shall be coni|M>tent to decide all questions RULE 17. It shall be the duty of the precinct commiteemcn in each of the townships to determine, at least two weeks before the time set for said primary ele- tion. the number and location of the voting places In their irapecti*) townships, and the nrec.ncts to !/• assigned to each voting place, and to estimate the number of votes that probably will be cast at each such | voting place. Anil It shall be their further duty to give to the ('hairman of this Committee full information as to all said ! matters, two weeks before the time ■ set for said primary election. And it shall be their further duty to appoint the several Inspectors for their respective townships at least three days before the time set for said primary election: and to notify the Republican County Chairman of their County of the name and resld<‘ii<o of each such inspector at least three days before the time se‘ for said primary election. If. because of the equal division or for other reasons, the precinct committeemen of any township shall be unable to agree as to the manner of performing any of the duties imposed, bv those rules it shall be the duty of the Chairman of lhA Republican County Coinmlttee of the county in which said townhln Is situate, to arbitrate and finally decide, in each such case. HULK IK. It shall bo the duty of the Chairman of this Committee, and also of the precinct committeemen of each township, to give all possible publicity. by means of Republb an news-
| papers, and by all other practical methods, as to the number and location of the several voting places in I each township and to the precincts I j assigned to each voting place; and, in every case, such publications shall be made at least ten days before the time set for said primary election and a longer notice shall be given if practicable, in each case. ; RULE 19. Each of the candidates for Con- ■ gress shall appoint one watcher, for ! each voting place, who shall be privileged to be in the room with the election board, during the voting and the counting and to see and witness the same; but such watchers shall be without authority to interfere there in. RULE 20. Upon the Chairman of this Committee is conferred the power and imposed the duty of doing everything by him deemed necessary or expedent to assure the proper holding of said . primary election, in accordance with s these rules, in every township in the ' di- 'i-ict. Authoritatively and finally, i shall decide all controversies; and, | in every case in which the precinot I committeemen. or others, shall omit ; any duty concerning said pri- • 1 mary election, said Chairman shall have the power to cause such duty or duties to be performed by other I uersons. RULE 21. This Coinmfttee approves and will try to enforce ilie laws of the State of Indiana for the punishment of fraud, corruption and dishonesty in the conduct of primary elections, j RULE 2->. If, in any county or counties of the District, there shall be held a primary election under the auspices of the Republican County Committee or Committees of such county or counties for the nomination of candididate.s for County Offices, on the day set for said primary election herein provided for. then, and in each case, this Committee requests each such 1 county Committee to make provision for voting also upon the Congressional Candidates at such County Primary Election, applying the same rules to said Congressional Candidates, as to the voting and the canI vassing, as shall be applied to the county candidates: and that each Countv Committee cause the result of such balloting, as to the Congressional Candidate, at once to be certified to tile ('hairman of this committee; just and reasonable assessments to lie made upon and collected from tlie Congressional Candidates for defraying expenses of such county primaries.
