POWDERLY ON THE “POOR MAN'S DOLLAR.”

SOME PERSONS

What about labor with the nation on a silver basis Instead of a fold basis.' One silver dollar then will buy but half what It will now, and the man working for a dollar a day will then have to work two days iu order to purchase as much for two silver dollars as he now obtains for one dollar of gold, or of sllvsr, or of pa per based on gold. The proposition that tho silver dollar is the poor man's dollar is pare gush The dollar of the poor man is the dollar which he earns, whether It be gold or silver. The workingman is entitled to the l>est in the market; the gold doilar is as much his dollar as It is the dollar of the millionaire, and instead of Joiaing lu the shout for a cheap dollar, for free and unlimited coinage, he should inscribe on his banner: •*THK BB&T IS NONE TOO GOOD FOR M K." THE RATE OF INTEREST TESTS THE SUPPLY OF MONEY, TGold is becoming scarcer and has appreciated in value as silver men claim —to which supposed appreciation they attribute entirely all decline in prices— II \ Ha# the interest rate for borrowed money on a gold basis rieoiiucu Steadily? IN ! O f The Government of the United States had to pay tt per cent Intel eat on the publie debt. IN 1 <>,M) The Government ol the United States has to pay only 3 to 8 1-2 per rent interest. IN 1 Three great grain-carrying railroads were paying from 7 to 1 0 i esut interest on their bonds, and the interest had to be met by charges for tiao*porting the farmer’s wheat, corn and other products. IN I These same railroads pay an average of only about 3 per oent iutsiest *»u their bonds, and the farmer gets the benefit of it in the greatly redu#f. charges for transporting his wheat, corn and other products. Instead of becoming scarce and dear, gold has become cheaper. If it had not increased in quantity more rapidly than the demand for it the interest rate would have advanced instead of declining,

“All the standard silver dollars issued from the mints since thY passage of the j act of 1S73, now amounting to more ! than (j-453.000,000, have been coined on ! public account from bullion purchased by the government, and are legal tender ! in payment of all debts, public and prii vate, without regard to the uuinnut, ex- • cept when otherwise expressly stipu- ; luted in thecontract between the parties. , | They belong to the government when , I coined, and they are paid out by tho government at a parity with gold for property and services of all kinds, and 1 received from the people at a parity with gold in the payment of all public dues and demands. The government has made no discriminations whatever between the coins of the two metals, gold having been paid upon its coin obligations when gold was demanded and

such safeguards of legislation as will insure the maintenance of the parity of value of the coins of the two metals ami the equal power of every dollar at all times in the markets and in the

payments of debts. A Matter of Confidence.

“With knowledge of these assurances the people have received those coins and have relied confidently upon'the good faith of their government; and the confidence thus inspired has been a most potent factor in the maintenance of the parity. The public has been satisfied that so long as our present monetary system is preserved the government will do whatever its moral obligations and express declarations require it to do, ami very largely as a consequence of this confidence in the good faith of the executive authorities the silver coins have not depreciated in value. the treasury department that the amount coined has not become so great as to drive the more valuable coin, gold, out of use, and thus destroy the basis of our monetary system, and so long as the two metals are of unequal commercial value, at the ratio established by law, this limitation upon the coinage is, in my opinion, absolutely essential to the maintenance of their purity in effecting exchanges. It constitutes the principal safeguard for the protection of our currency against the depreciation which the experience of all countries has shown would otherwise result from the attempt to use two legal tender coins of the same denomination but of unequal values. If the limitation were removed, confidence in the ability of the government to preserve equality in the ex changeable value of the coins would bo destroyed, and the parity would be lost before the amount of silver coinage had become really excessive.

Parity Impossible.

“With free and unlimited coinage of silver on account of private individuals and corporations the government would be under no moral obligation to maintain the parity, and, moreover, it would be unable to do so, because the volume of overvalued silver forced into the circulation hy legal tender provision wonld soon expel gold from the country, or put such a premium upon it that it would bo impossible to procure and hold in the treasury a sufficient amount to provide for the redemption of silver on presentation. In order to maintain the parity under such conditions the government would be compelled from the beginning to exchange gold for silver dollars, and their paper representatives, whenever demanded, just the same as it now exchanges gold for its own notes when demanded: and as the coinage of silver dollars would be unlimited, and, therefore, constantly increasing, a point

time been received in exchange for gold, yet if the time shall ever come when the parity cannot be otherwise maintained

such exchanges will be made.

“It is tin* duty of the secretary of the treasury and of all other public officials to execute in good faith the jHilipy declared by congress, and whenever he shall be satisfied that the silver dollar cannot bo kept equal in purchasing power with the gold dollar, except by receiving it in exchange for the gold dollar, when sueh exchange is demanded, it will be his dnty to adopt that course. But if our present policy is adhered to and the coinage is kept within reasonable limits, the means heretofore

employed for the maintenance of
