The proposition to authorize local postmasters or their authorized deputies to open letters upon which postage stamps have not been placed in order to learn the writers’ names and thereby to prevent delay in forwarding and relieve tlie dead-letter office of considerable work, is a procedure that would be likely to lead to abuses The better plan is for correspondents either to have their names printed or written on a corner of the envelopes. All prudent business houses or individuals already

do this.
