for .July was referred. The matter of improvement of Arlington street was discussed and the speeches disclosed the fact that that street has a passel of complications about it that will have to he cleared away before it, can be improved. In 1880 when the grade of the street was set, a mistake in recording the grade from the datum level lias placed it 4 45 feet to*) low. Were the improvement to be made on that basis the street would be a canal and the small boys of the east end would he sailing boats on the water and the ducks swim tiling, etc. The error is palpably wiong, hut it can he corrected by order of the council. There are other matters in the way. Should the grade he established upon the present level of the street which is about right. Morton avenue would then he about fifteen inches too low; and should sidewalks be built upon the present width of the street the shade trees would have to come down. Some years ago Messrs. Nelson and Tennant gave two feet from their lots to the street in order to widen it and save the shade trees. The council will try to get others along the s'n-et to donate space and make it a line street of uniform width of forty-four feet. There were so many complications to deal with in the matter that it was decided to call out the city commissioners and preliminary steps were taken to that end by re- ! ferring the matter to the street coru- ! mittee bv resolution which stated that it was desirable to widen the street from Seminary to Washington street and to correct and establish the grade for the entire length of the street. What Next. It seems to he an ( slalilished fact that, bloomers have come to stay, and now a German philosophei startles the world by saying that women will have beards, and that the new man will have long hair and smooth face. The German says that in Berlin, Vienna, Constantinople, one out of each ten women has an uniniskalile covering of down upon the upper lip, while one out of each twenty has a very fair mustache. In Spain, also, the proportion of women with this masculine characteristic is shown to be as great as it is in the German capital, or in the city on the Golden Horn. In America, too, this learned German says, medical men told him that from 3 to 8 per cent, of the ladies are similarly adorned, and that a still larger per cent, get rid of the unwelcome hairs
