It embodied these features: 1. Local option, license or no license to be determined by vote at the April election. 2. Civil damages, giving the wife and children damages to means of support, growing out of sales whether lawful or unlawful. 15. sober.
The law furthermore discarded all license fees, on the theory' that the state ought to be a partner in the “unholy” business. It was stringent in the extreme throughout. It was passed by a democratic legislature and approved by Joseph A. Wright, a democratic governor. After all this it is a lit-

Cooper was seen by the republican I representative and asked if he would submit his views to the public through the press on the silver question. He consented to do so | and gave the following: “The activity of free coinage ad vocatos, and particularly the calling of the Illinois convention, has precipitated the liveliest political discussion in this part of the couu try since the war, when no election was pending. Newspapers, great and small, weekly and daily, are teaming w ith editorials and com munications on the silver question, and it is the general theme for conversation" and controversy. I know of no person or paper having changed to free coinage, but daily learn of some who have aban-
doned it.

The many bicyclers of this vicinity will be interested in the following: Concerning the effects of sport on the muscular and osseous systems, Mr. Atkinson, who is recognized as one of the greatest bonesetters of tlie day, says: “The great fault I have to find with modern sports is that they do not develop a man ail around. Special muscles are developed at the expense of others. The low wheel safety has a tendency to injure men through their leaning too heavily over tlie handles, besides the enormous strain they undergo in cutting records for either time, distance or speed. Of late I have had quite a number of cases of riders suffering from paralysis of the lumbar region.” It is satisfactory to note that such cases aie rarer than they were several years ago, when men almost reclined on their machines. The cycling journals, one and all, denounced it as a pernicious practice, and that their counsels have borne good fruit is evidenced by the erect position which now predominates.
