A stenographer was employed to take down the words when the play was first presented, and an expert to study the scenery and situations, and thus the strolling dramatists were able to start in distant states and run a season with impunity. A general bill setting forth the powers of the federal courts was introduced by Hon. Amos Cummings, and Judgo Dittenhoefer of New York has been quito active in support of it. Chairman Covert of tin committee says the greatest difficulty in getting a proper bill through is tlio present objection of southern and western members to enlarging the jurisdiction of the federal courts, and ho regrets to add that, so far as he can see, said objection is very much on the increase at present. Naval Prospect*. The greatest interest just at present is probably in the committee on naval affairs, and Hon. Jacob A. An efficient navy, therefore, is always in a condition which the philosophers call an unstable equilibrium. I don’t know but the process will result ns it has in so many other things—that is, wo shall go on adding and adding to the appliances for naval warfare until tiny reach such a point of complexity that they w ill bo useless because nobody can work them, or, more likely, when we shall have reached the greatest possible perfection, some entirely new system will bo invented, and the great navies will be salable as old iron. All yon need say at present is that the department has asked for nearly ^s,000,000 for construction anil repairs for the year 1895-0, and with this i hand you over to Mr. Meyer, who is doing his best for the bill to reorganize the personnel of the navy.”
Tho Value of Ajce.
Mr. Moyer explained his bill at seme length, and after hearing him and reading the recent report I can only conclude that tluru has been a deal of uuuccrssary delay for a matter of such importance. The chief trouble is tnat, owing to an enormous excess of appointment in 1 S(K) 7 and other causi s, certain
