Mr. Cockrell, in charge of the deficiency bill, has sought vainly to secure a vote on the Hill amendment so that the deficiency bill might move along to

final passage.

Mr. Allen took occasion to defend the Populist party against many charges made in and out of congress that it was a party of vagaries. It led to a very full discussion of nil Populist doctrine and a comparison of them with the doctrines

of other parties.

The day in the house was devoted after the morning hour to the Indian appropriation bill, but no progress was made before adjournment. Senator O'Brien introduced into the senat* an amendment providing that the supreme bench may bo composed of from nine to 15 members in the discretion of the legislature. Mr. Howe of Morgan intoduced a joint resolution calling for a constitutional convention to form a new constitution altogether. The state operated under the first constitution adopted in 1816 until 1852, when the present constitution, the work of the convention of 1851, was ratified by the people. Mr. Howe’s resolution will have to take the same course as aresolu tion for a constitutional amendment, that is, it must be agreed to by two successive legislatures and then go to the

people.

The only important bill introduced in the senate was one by Senator Shively placing the prisons nud reformatory institutions of the state under the management of one bi-partisan lx>ard of four members to be appointed by the governor. In tho house Mr. Newhouse introduced a bill on taxation for the purpose of exempting mortgage indebt- : eduass, or making it an offset against real estate valuation. Such exemption is made only where the notes, bonds or credits are wned in this state and they are made taxable in the county where the mortgaged property lies. Four other bills of some importance were among those intro luccd in the ho i<e as follows: By Mr. Hamrieh, to coni ' 1 fire insurance companies to pay t ) full face j of the policy in case of total loss. By Mr. ('rozier, to permit minor parties to hive watchers at the count on

Clayton, Ind., Jan. 16.—There is great excitement here over an attempted whipping in the public schools. Bitter feeling had been existing between the pupils and the teachers in the two higher branches of the school, which was greatly intensified by the active part taken in the matter by the parents. On Monday the principal, Miss Belle Mills, asked a 17-year-old boy to idtig the signal bell, which he refused to do, whereupon Miss Mills prepared to in-

flict corporal punishment.

In the meantime other pupils, who had been dismissed, informed the father and elder brother of the boy of the trouble, and they at once went to the j schoolhonso, the father armed with a j knife and tho brother with an iron j poker.
