J.V IS FA MOTS POLICY.
At the end of the present year, which closes June 30, the pension bureau will be able to show that out of the #165,000,000 appropriated for pensions by the Ffty-sec-ond congress, a surplus of $25,000,000 will remain. The pensioned solders have been suspended by the thousand without sulfiiicnt examination, on hearsay evidence, and then they have been required to show that they are not rascals, and have been treated by the department as if they were criminals. In ordinary criminal cases every man is supposed to be innocent until he is proved guilty, but the reverse is true in tlie pension bureau. There every pensioner is supposed to be guilty until he proves that he is an honest man. In such ways as this, and by holding back tlie certificates of thousands of men who have been placed on the completed files, they have thus been kept from their rights to the extent of $25,000,000. The old soldiers will have something to say concerning this villianous policy at tlie election this fall.

The game of base hull of the season will he a contest between the city and county officials, which will occur in the near future. It is said some of the heavyweights about the court house are preparing for the event and are practicing in secret, using dumb-bells, Indian ciubs, gravel road contracts and other tough things to get their muscles in shape. Mr. Glidsweli is oiling up his voice as coaeher, and Mr. Hughes is talking of taking a mile run before breakfast in preparation to getting into shape. Dan Hurst will probably be captain and it is thought the three commis sioners will take the field. For the city folks it is suggested that Marshal Starr captain the nine and Mayor Case do the couching. F. L. Landes may pitch if any one can be secured to bold his “south paw” curves. Councilmen Miller, Perkins and Bridges will make good fielders, and Messrs. Handel, Abrams and Riley watch the bases, with ( lerk Hurley as short-stop. The betting so far is about ten to one on the city people, as their running abilities are unquestioned. Engineers Throop and O’Brien will take their instruments along and attend to the umpiring, thus getting it down to a mathematical certainty. Attorneys Moore and Ader will see that the game goes according to revised rules.
