London, Oct. 30.—A dispatch from Vienna says that tho Russian authorities at St. Petersburg and * )dessa are making every efforts to suppreu the circumstances connected with th ■ onthreak of the peasantry i:l Southern Kussia. The revolt is said to have originated in the stringent enforcement : of the conscription, from which the rich landholders find ways to secure , exemption, and in tho cruelties exercised upon the peasants by tho petty officials with the view of breaking the spirit of the people. The elders of village*, men held in veneraiion by their neighbors have been j brutally flogged for small alleged : olien-es, and the knout has been used ; on the slightest pretenses. The outbreak originated near Zmiov, about fifty miles from Kharkov, being prompti etl by s one act of judicial cruelty not ! fully known. The peasants not having firearms, seized any weapons at command, drove the magistrates from ihe place and began a cauii aign of murder and arson against the officials and the aristocracy. The first detachment of troops sent against them was defeated and forced I to retire, and Gen. Dragomiroff ordered six regiments of infant y and two of cavalry to the scene. They at last ac- ' counts had not yet encountered the peasants, said to be swollen to vast numbers and very resolute, though badly armed. Church Trouble's. St. PKTEUsnriio, Oct. 80.—It is stated by Tho Journal do St. Petersburg that in the dispute between the Greek patriarchate'and the porte, tho latter in seeking to apply the common law disregards the fact that the provisions of ihe Ottoman code are not applicable to a Christian community. The Russian government. The Journal says, having \ at heart tho interests of the Greek orthodox church, confidently hopes that the stops taken by the Turkish government will result in speedily ending the present critical situation. The paper further says that tiie patriarch, relying on these steps, ought to reopen " tho churches, which should never have been
closed.
