NEWS BY TELEGRAPH. BY THE E. W. LINE. Exclusively for the Journal. CONGRESSIONAL. IIIYIIth Congress First Session. Yashixgtox, Feb. 7. Hocse. Porter reported a bill -which passed changing the time of holding circuit and district courts in Indiana. The Indian appropriation bill passed. The House resumed consideration, of the Louisiana election case. Senate,. Foote, Davis, Collamer, and LTowe presented petitions for a camp hospital and ambulance -corps. King presented a petition asking for equal privileges for all telegraph companies. Collamer, from the Post Office Committee, reported a joint resolution authorizing the collection of foreign postage in coin. Wilson reported back the bill organ izing Engineers. He also reported adversely on the bill authorizing contracts to be made with those States which have advanced pay to soldiers. Trumbull called -up the bill to prevent ageuts of Government as well as members of Congress, und officers of Government taking any consideration, for securing office or contracts. Passed. Howard called np the bill dividing Michigan into two Judicial Districts, and regulating the time of holding the courts. Trumbull opposed the bill, and after discussion the bill was postponed. MORNING DISPATCHES. FINANCIAL tCHEMEr Bank Bill Likely to beccme A Law. Times Special Washington. Feb. 6. The Ways and ! Means Committee will'repoct the Bank ' liill as it passed the Senate. The Senate amendments to the loan i bill will be considered by the committee j to-morrow, and at an early day will be ; reported back to the House. It will be acted on in the absence of the bank bill. It is conceded bv the opponents of ; the Bank Bill that it will become a law. ! Thev admit that the Senate amendment ' to the finance bill taxing banks will be ! retained "although the House will at first maintain its position. j ! XOTHIXG 'EW FROM THE AKMT OF j THE rOTOMAC. MILITARY DISSEXSIOXS KOiAL. AT PORT New York, Feb. 17. There is nothing of importance regarding military movements reported from the army of the Potomac. The Heralds correspondence from Port Royal is to the effect that some difficulty has ocenrred as to the right to the command of Foster's Uoops, the latter officer insisting that although within the jurisdiction of Hunter's department the superior command still devolved on himself as being a portion of the 18th army corps. Hunter settled the question by assuming command of Foster's troops, regarding them as being re-enforcements to the 10th army corps, of Thich he is chief, and requesting Gen. Neglee to report to him. The Worlds special says Fremont's new command is said to be Texas. It is certainly in the Department of the Gulf. This change, it is ascertained by Fremont's friends, sends Butler back to New Orleans. LATE SOUTHERN NEWS. CHARLESTON STILL UNEASY. An Attack Impending. Special to Herald. Headquarters Army Potomac, ) Feb. 16, 10 p. m. J Richmond papers of the 14th inst is received : Charleston', S. C, February 13. The French war steamer Milan passed over the bcr yesterday froMi Baltimore, bound to Port Iloyal. She is expected here this week. The frigate Ironsides maintains her position permanently among the blockading squadron off Charleston. A Yankee picket was captured Wednesday evening by our scouts on Hilton Ilead Island. He confirms the intelligence of an impending attack on Charleston and thinks it will be made. The bill authorizing the impressment of slaves and property of the United States army passed, and resolutions were adopted instructing the committee on Judiciary to provide for the sale of all negroes taken in arms against the Coniederacy, the proceeds to be divided among the capturers. New York, February 17. A 'Washington letter of the 17 ;h says Senator Wilson stated in debate, in answer to a question addressed to him as Chairman of the Military Committee, that the report of Gen. OK THE LIVES: POTOMAC TET SUCCESSFUL L'XCTSSIOXS, Headquarters Armt of Potomac, ) February, 10th j Two expeditions have just returned with satisfactory results. The contraband traffic between the rebels of Maryland and Virginia, has been broken up aho preventing the enforcement of the conscription orderad to be enforced in the counties on the neck on the 12th and 17th. Large quantities of provisions and horses ,and mules were captured and large numbers of contrabands returned with the expeditionary party. ' Among the captures were two large mail bags. Several citizens engaged in smuggling some rebel soldiers, and a signal officer. Some vessels used in conveying goods across the Potomac were captured and destroyed. . A More Hopeful Feeling at Washington. Eavorable Xcws lroni all Quarters, Washington, Feb. 17. A more hopeful feeling exists here regarding Military and Naval affairs in consequence of favorable accounts tfrom all quarters. No change in the department of the Pacific is contemplated. We have the best authority for saying, that General Shields will not be sent to supercede Wright as reportad. : . Cincinnati Market. Cincinnati, Feb. 17. Flour offered rather pressinp-ly aud closed dull at 5 90(y$6 for super. Wheat steady at 1 251 35 for choice red and white. Corn declined to 63c. Oats firm at 70c. Barley advanced 5c, closing at 1 58 1 60 for spring and fall. W hisky declined to o2c and dull. Mess Pork nominally unchanged. Bulk Meats in good demand; sales of 500,000 lbs at 4J for shoulders, 52(6c for sides. Lard in active demand; sales of 1,200 tierces at 9c for head and gut, and 9J for good, delivered at various points where made; 400 tC3 city sold at 10c, but not much offering at this rate; holders are asking 10J.
