THE EAGLE. OFFICIAL PAPER OP THE COUNTY. DECATUR, IVDIAVA FRIDAY, APRIL. SO, 1869. THE YEWS. A national billiard tournament is in session in New York this week. The principal cueists are contesting for the championship. The eight-hour question was discussed in a Cabinet meeting on Tuesday, without arriving at any conclusion. The question will be left for Congress to determine. The Spaniards captured a schooner from Maine, off the Great Bahamas, in British waters, April Ist, which adds another outrage to the American flag by Spain. The administration have not as yet definitely instructed Minister Motley of the views of the Government in regard to the Alabama claims. They will follow him to England. Several beautiful daughters of Africa went before the board of registration at Washington and demanded to be registered as voters. They were refused. Monday another delegation of women re peated the demand. Rhode Islands has two Sen ators, Abbott and Sprague. They Represent rival manufacturing corporations and quarreled over the matter. This feud finally assumed ridiculous proportions, and was speedily adjusted in a treaty of peace. Sprague and Abbott are reconstructed. The rumored reinforcement of the squadron cruising in Cuban waters arose from the fact that a portion of the north Atlantic squadron were ordered there to winter and are now ordered to move into northern latitudes Their places are to be supplied by the vessels now fitting out at the several navy-yards. “A National Dress Reform and Equal Rights” convention is in session in Washington this week. An ungallant editor talks thus of ♦bn nnn»Antinn •
“But the panicr will be dissected ; the under-bustle, with its conveniences and inconveniences, its anatomical relations, its beauties and deformities, will be discussed, corsets will give way to shirt bo soms, and the inalienable right of woman to show her legs, which has long been established on tl:e stage, will now be confirmed arnong the female doctors, and the shortening of the skirts will be an evidence of progress that will lead to the enfranchisement of the entire sex. Mr. Grant is evidently an ardent admirer of the late lamented Artemus Ward, whom he does not disdain to imitate. Mr. Grant is eminently “sarcastical.” This spirit has imbued his whole administration thus far, and particularly in the matter of official ap pointments. The promotion of Sheridan over Thomas was an instance of it The appointment, and probable reapointment, of J. Russell Jones to the Belgian court is another instance of it. Sending Dan. Sickles, with his well-known liberal ideas in the matter of social morality to Spain, whence the complacent Isabella has just emigrated, is a very rich specimen of satire. The mission of the gftat personal economist, Washburne, to the extravagant court of France is not had. The choice of Mr. Motleyv who more of a European than an American in feeliu”-. Jo settle the Alabama question 'with England, is also rather ingenious in the way ofwitticism. — —* • — A young Commanche chief in a i recent attack on the Government train near the Texas border, was verv fancifully decked out with a white woman’s scalp, a corporal’s stripe, a beaver skin, bow and arrows. quiver, looking glass, butcher knife, ear ring*. bracelet fine head pouch, fliht and steel, haversack, moccasins, breech clout,'his own sccalp, which is .and would make a delightful waterfall, the hair being black, thick and glossy ; a beautiTul breast plate, Mexican hair brush, Mexican scarf on his shield, two small silbvlls and an almost innumerable number of beautiful feathers on his shield. He also had in his l*lt a Mexican bridle, worth al>out fifteen dollars, a common Mexican blanket, a fine ramhidc lariet, end an extra pair of mocassins. Among them were the general and specific appropriation bills, the bill regulating the fees of county officers, and a proposition to expunge the resolution censuring Lieut. Gov. Cumback. Several members who voted for for those resolutions, will vote for their expungement now, on account of the fairness of Cumback as a presiding officer, and to censure Baker for his partisausli) in ordering the recent election at an inconvienent time, and within a few days of the regular spring election. Indianapolis, Senate April 25.The sub committee on the condition of the state prison, south made a supplementary statement, that the facts in their possession did not implicate the prison physician, clerk, deputy warden, or matron. They only intended to implicate parties charged with corrupt practices, in their report. The senate receded from its a mendipent to the general appropriation bill, striking out 81,500 for the military claim agency, and increasing the appropriation for the houSr of refuge from 8200,000 to 8300,000. iiFour new bills were introduced, making 311 in all. Grand Jury Report. The Grand Jurors for the county of Adams, in the State of Indiana, duly empannelled, charged and sworn as such would respectfully report to the Hou. Robert Lowry, Judge of the 10th Judicial Circuit of the State of Indiana, and exofficio Judge of the Adams’’Circuit Court, that they have as such Grand Jurors, examined what is known as the Adams county jail, or prison, but more properly speaking a pile of logs full of holes, and find the same unfit for the safe keeping of prisoners. We find that the steeple or hatch-way is pulled out aud that the bar and lock of the same have disappeared, leaving free egress from the upper to the lower cell. We also find that two of the logs forming part of the floor of the upper cell are bored and sawed off; and also that one in the loft is in the same condition. The sanitary condition of the prison is as good as possible, considering the kind of a structure, but owing to the way it is arranged, we consider it not only insecure, but also an unhealthy place for the inmates, especially during the long and dry month of August. We would rcspectfullyjrecommcnd, inasmuch as the same cannot be repaired, that the Board of Commissioners of Adams county authorize the construction of a new jail in lieu of the present one, at as early a day as possible. The child was apparently in good health up to within one half hour of its death. The crew of the Louisville boat Carrie have challenged the crew of the Morris McDonald of New Albany to a race of two miles for 8250 a side. This challenge has been accepted, and the match will be run in a few days. Both crafts arc double-scull out riggers, and are considered fast runners.
