Disastrous Finanoiering. The five per cent stocks of this State I in the hands of creditors amount to $1,107,792, and of two and a half per cent, stocks to $1,928,288, the interest on which is 8253,596 per annntn. These stocks sell in the market at an average of about 80 cents on the dollar. No one ean deny that it is expressly proved on their face that they are payable "after 20 years from the 19th day of January 1846 al the pleasure of the Slate.” Not at the plearsure of the bondholders but the State. The State debt bill proposes to issue new bonds dollars for dollar for these 5 per Cent stocks. The new bonds are to draw 6 per cent, and to run.; we believe, 20 years. Indiana 6 per cent, bonds are par in the market., The State has a million or more idle money in the Sinking and other trust' funds, which would have been invested ; m the 4 and per cent, stocks at a saving to the State of two or three hundred ’ thousand dollars, had the Republicans passed the law authorizing the investment which the Sinking Fund. Commissioners asked for at the last session. The bill finally got through at this session, but a Republican Governor vetoed it. The powerful influence of the bond-holder’s money-bags is at work, and a conflicting bill is forced through, in indecent haste, nnder the gag, the effect of which, should it become a law, would be to prevent the officers of the trust fund, even if authorized by law to purchase, from getting in the stocks much; if any, below par, as they would have an undoubted right to do at any time before their maturity. Not only so, but it is cooly proposed by this State debt bill not only to put the stocks of these money sharks at par: but to pay them six per cent, interest instead office! Wonderful financiering! Suspicious liberality! Facts are stubhorn things and figures will not lie. Let us look at them: For the purpose of facilitating calculations, we will put the s’s outstanding in the hands cf citizens, at four mill ions, and at two millions; total; s'x millions, which is something below the real amount. The present market value of the s’s is about 90 cents on the dollar, and 2|’s about 70 cents. Large araoun s have changed hands at these figures with in the last year. The present market value of all our outstanding stocks, thereof, is new about five millions of dollars. The passage of the State debt bill will put them up to par, making a clear gain to the bend holders (less what they pay out to get the bill passed!) of one million dollars! Even if the bonds should only advance to 95 cents on an average, (because of the absorption of some of the 2|’s at Qjjder par,) there is still the enormous profit left of seven bundled thousand dollars. But it is seen worse than that, for the new bonds that are to be issued in place of the five per cent, stocks are io draw 6 per cent, making $240,000 per year in Urest, and $4,800,000 in 20 years. The ) present stock only draws >200,000 inter i est per annum, making a difference every I year of $40,000, amounting in the 20 I years to 8800,000. Thus. it Hl be seen that the bondholders would gin in the’ aggregate the enormous sum of one million eight hundred thousand dollars, every cent of which would be wrung from the hard earnings of the people. The vast i amount of money to be made by the passage of the bill may account for the milk | in the cocoa nut. If this thing is to be done; woe unto the men who perpetrate it! They may hope to 1 tie t emseh ,-s from the scrutiny and condeinnati n of an I outraged peopl.e but it w ill be a hope as foolish and as futile as the sly ostrich who thicks because its bead is hidden in the sand, that it is out ot sight and safe from its pursuers. It ought to be ! investigated and expos- d; and will be, both before the people snd the next Legislature. We see no s i -tantial difference between the State debt bill of the House and the Senate. They are both objectionable, and oug’t to go to the Tomb of the Capulets, but we fiar auch will not be the result. But we shall see, and ro will ti e L>ng patient and suffering people.— lnd Herald. A Snow Storm In a Ball Boom. A writer in Once-a- Week g ves a description of a Rnssi n bad at Moscow, during which the scene in the ball room was enlivened by the strange phenomenon of a snow storm, produced by the sudden’lowering of the tempreature of the room. The writer thus describes it: ••Ti e evening passed pleasantly enough, but toward t<4 close the heat began to grt intolerable, and although the gentlemen did their du y w» 11, it is only fair to say, in fanning the fvr ones, and bringing them ic:s, it became more and more oppress ve. At last a gentletu.ii. braver than the rest—(probably bis arm ached) —threw open the top part of a window, and no# happened the phenomenon.
