The fact is wel, t-stu'.-J-hcd that the recent riot at M ill hire, wns urged and accomplised by the efforts as citizens of that place: and that it was instigated bv par tizan malignity. The soldiers were made the instruments by which the work was done.- and by which its proper authors hoped to escape. The soldiers business is to destroy life and pro; eitv: certainly not an inviting one. It should be carried on in the country of an enemv and for the purpose of sustaining 'aw, order and justice and demands for his sen ice should be made as the only means of saving the country. Ills occupation and the constant incidents df war, are such, that he places a low estimate up,on life or property, the security of which are two of the great objects for which he is contending. Upon his return from war what should give him more pleasure than the prosper ity and the security of citizens home. Hie patriot soldier could seethe first fruits of his labor and hard-hips. Re joice in the wellfare of the citizens and look forward to the dawning of peace, and his return to his family to enjoy the Uentdiis of s k-tory. S.ich would be the feelings of the citizen soldiers of the Union, were it not for the malignity of patizans and the spite of petty enemies, who by flatteries falsehoods and mistate-, meats, seize upon the prejudice of the soldier and incite him to turn a hand of, violence against his innocent friend and citizen: and cause him to violate the verv laws at home which he is fighting in the | army to sustain. Neither the soldiers who . destroys property at home and violates , the laws, nor the citizens who encourages are cxcusab’e in any Agree. The censure must be borne by both but certain ly the citizen is the greatest criminal. The citizens for the purpose of revenge, and to gratify ris malice how's traitor and . relic'again neighbor. The soldier in a reckless moment docs what he may think to beright. The laws are violated and great wrong is done to those who are innocent and unprotected. The wrong is done and the censure placed to the account of the soldier, while the equally guilty justify, applaud and endeavor to escape under his cloak. Who ever knew a Democrat to incite acts of violence and outrage; or such acts to be committed up a republican. Ti e reason is the Democrats are the advocates ‘ of law and order. The republicans the ' inciters of mobs and riots Not by any ‘ means the who'c party, for there are men ' in that party of too much sense and en- 1 larged ideas to stoop to such acts. Cincinnati, March 18. Dispatches state that Gen. Grant prop - s to move on Richmond. Wec.ni state authoritatively that Grant has said that a concentration of armies would first take place when a moving army of immence numbers would travel hurriedly and make suddent attacks. Gen. Grant has said, in conversation, that th« war must cease before next fall, and that thereafter truerilla operation only would be known, Again; Gen. Grant has notified Mr. Lincoln and the Departments that his plans must not be interfered with, and he alone would be responsible for his movements. Under no other condition did he accept the command of all the armies, A AVhiTT Woman Outraged and Murdered by A >'egro.—On the morning of the 9th inst. the body of Mrs. Hoagland, the; wife of C.ipt. Williarn Hoagland of i the Regiment, was found in; th j woods near Shepeardvilfe, The- mirks of violence upon the body showed conclusively that she had been fouly dealt with. The facts in the case were related to an officer, who started in search of a villainous wretch. After a short investigation, it was traced to a negro who resided in the neighborhood, and who was arrested and taken to the prison at Elizabethtown where he was confined. The citizens of that place became acquainted with the fates; and so incensed were they
at the outrage that they gathered' ! around the jail and demanded the! negro. At the time our informant 1 left the town was in the highest' state of excitement, and he states that there is but little doubt th?.t he has been taken by the infuri-. ated p puirtve and hanged. I'iom parties who should know we learn that while Mrs Hogland was returning to her house she was met by a stout negro who by main force carried her into the’ woods, where he accomplished; bis hellUh desires, after which he' murdered his victim toavoid detec tion.
