In the House, a bill was reported extending the time for the Withdrawal of goods from bonded warehouses and a bill granting lands to the peoples Pacific Railroad. Mr. Nancy Arnold introduced a resolution, which was ail- ; opted declaring that the constitution shall b> so amended as to abolish and prohibit slavery wherever it exists, A debate took place on the whiskey bill but no vote was reached on the Senate amendments. A resolution was reported from the Committee of Ways and Means, authorizing Secretary Chase to sell 812, 000,000 of the gold in the Treasury. j The forces under Gen. t'h.erinan occupied Jackson and Yazoo City with but little opposition. Sherman's headquarters were at the former point on the 7th inst., and since then he has been heard of al Brandon, fourteen miles eastward. The cavalry expeditions of Gens Grierson and Smith are to co operate in movements.against Polk and Forrest. The entire line of the Memphis anil Charleston Rail road was evacuated by the Federals on the 13th. The army at Chat-: t»noojra is under marching orders, and the assertion is it is, at this > • time, in motion for Tunnel Hill and. Ba’• ton. | The News. i It was rumored at Newbern, N. C., on the 11th, that the rebels were again advancing upon that place. The garrison : was prepared to receive them. Jeff Davis has issued a proclamation to the soldiers of the Confederacy, in which he tenders his acknowledgements for 1 ’‘the generous enthusiasm pervaiding the army” on the subject of re-anlistment. He says, “Your battle cry will do justice to the cohimny by which the enemy seek I to persuade a deluded ’people that they are willing to purchase dishonorable safety 1 by degrading "submission.” The overthrow of she Federal armies is confidently predicted. Lee and Beauregard are reported to be sending off men from their armies, probably to Mobile, Atlanta or Knoxville. 1 Lee is stated to have only 30,000 infantry on the Rapidan. The application for a writ of certiorari in thecase of Mr. Vallaudighatn was refused by the U S. Supreme Court, yes-| terday, on the ground of want of jurisdiction. I i
