We are engaged in a gigzn’ tic civil war, result or which none can foresee! It ibreatens a radical charge in the institution and principles upon which the government wa.« founded, and the destructionof the liberty and rights of the citizen, such as the people of nc other nation have enjoyed, and to which may be attributed our unequaled progress in national prosperity and greatness. The issue will soon bv upon us, whether this free government shall be preserved and maintained and the rights o1 Hhe States under the Constitution perpetuated, or a powerful central authority be permitted to grow cj: of this war, obliterating Stale lines, State irritations, and all those checks upon hr Federal government, rights reserved by the tstes. which have constituted the excellence lid <’p •: -i’v of our nationality—States “ore sth? s?.i” fnr the common objects set forth in he Con st?*-, t ion, but “distinct as the billows’’ n he management of their purely domestic afairs.
