Another step toward despotism lias been taken by Congress in passing a bill to indemnify the President and all-per-sons in making illegal arrests. This bill deprives the injured citizen from recovering any damages in the courts from its political persecutors. Tacitly acknowledging that the citizen has been wronged and could recover damages in the courts: they pass this bill, destroying another legal constitutional right, making another inroad upon civil liberty, lowe riug the /American citizen still nearer the condition of the slave of tyrants. To be a Homan citizen, was to be a man and entitled to the rights ofa man, and the protection ofthe Homan government To be an American is to have the most sacred rights and liberties invaded, and be denied all redress for such grievances; to be ruined by political persecutions, and denied the remedy sanctioned by law, demanded by justice and guaranteed by the constitution. Evidently this Congress thought that to be an American is to be a dog, unless he be of "African deeeent,” in which case his rights are of more value by this administration than millions of money, thousands of lives and rivers of blood. An American citizen guilty of no crime can be kidnapped in violation of all law, and secreted in a loathsome prison, and refused every right of a free man and I when set at liberty denied any redress for his grievances; but what man dares point his finger at or lay his hand upon a negro? None. His rights are sacred.— Free and a sacred animal at the price of American liberty. The Proclamation. President Lincoln has made his edict. Like the Kings of old, published his will to the people and it is the law of the land i none dare dispute or disobey it. Where is the will of the people? Where is the Constitution? Where are the settled 1 principles of the Government? All bow to the President, all submit to his will.— The will of majorities, not of his faction are nothing to him. Constitutions to his mind are rolls of parchment, nothing more. The settled principles ofa goverinent are as the trifles of an hour. The liberties of the people secondary to the demand of his party. The liberty of the i African race of more value than the Con-'■ stitution as it is, and the Union as it was The publication of his will like an Emperor gives him more satisfaction than to conduct the war according to the expres-' fed will of the people as their servant, j
The President has signed the Bill Ad-j milling Western Virginia. Washington Jan. 2d. Ail speculations as to the President’s action upon the bill for the admission of Western Virginia into the Union are now ended, the fact having been ascertained on inquiry that he approved and signed ; the bill on Wednesday night and it is therefore a law. The Secretary of the Treasury has de-1 cided to pay in coin the loan of 1842, j amounting to *28,000,000, due yesterday All bonds to be redeemed must be transmitted to the Secretary of the Treasury’, endorsed by the legal holder, to the United States on the reception of which at the department they will be referred to ] the First Auditor and promptly settled. Louisville Jan. 1 Morgan crossed the Cumberland and cut off Nashville at fdainsboro, and ap-' jieared in front of Munfordsville on the. 27th of December. Col. Two Federal J Generals bare been killed — Sill and Wil lich; and two Rebels—Cheatham and Rains. The Prssident has issued bis promised ? proclamation of emancipation. It in- - eludes within its scope the States of Ar . kansas, Texas, Mississippi, Alabama, ’ Florida, Georgia, North Carolina, South Carolina, and parts of Virginia and Louis iana. Sherman’s! i forces hed crossed the Yazoo, and was 1 pressing on the rear of Vicksburg- The , attack on that place was to be made simultaneously by the army and navy. i The President, on Wednesday night, signed the bill for the admission of West Virginia into the Union. The constitution of the Unised Stales—article IV., (section 3, clause I—says that No new' State shall be formed or erected within ! the jurisdiction of any other State, without the consent of the Legis’ature or the State concerned, as well as of the i Congress:’ and the President, before entering on the execution ot his office, took an oath that he would, to the best of his ability, preserve protect, and defend the constitution of the United States ’ The constitution, however, forms, but a slight obstacle in the pathway of aboli tionism. The Washington Republican, a semi official organ of the administration, says that important changes are to be made in the Cabinet and in various departments of the government. The rumor ■ continues to prevail that Butler is to be ( ! Secretary of War, and Fremont Generalin Chief. I The belief is expressed by a Baltimore | paper that G«n McClellan is to be as signed to command at Fortress Monro*, and that he will move up the Peninsula against the rebel capital. Gen. Hnnter . has been testored to the command of the j Department of the South, and will soon leave for Port Royal. The steamer Spaulding has arrived at New York, from New Orleans the 24th ult. Murfreesboro, Dec. 31. Our whole line suffered terribly this morning. Four regiment of regulars; lost halt of their m<-n and all their com manrting officers. Gen, Anderson’s troops’ suffered terribly Majors Rozengartner j and Ward are killed. Generals Stanley Rosseau and Palmer are wounded. 2 o’clock P. M. — Gen, Thomas has just broken the rebel center and driven the en»mv a mile. We are advancing our whole line. Gen. Rosecrans is person ally superintending the movement. One shot killed two of bis staff officers. The Is’h Wisconsin has lost 7 Captains. Gen Negley’s artillery is still mowing down the rebels in the center. Gen. Crittenden’s left wing has taken the entrenchments at Murfreesboro. Louisville, Jan. 1. Roeencrans captured Murfreesboro Tuesday mornin?, and now occupies it. The rebels made a slight resistance, and r.-trented to Tallahassa. Roeencrans lost his train ol wagons 'hat were following bir. They were captured by the rebels undet Col. Nashville. Jan. 2. ' At daybreak on the 31st the tight was renewed with great fury. McCook’s (corps was opposed to Hardee. After ' il-sperate fighting, with heavy loss.
