Congressional News. Washington, Jan. 14. 1 House —The House went into a Comfjitee of the whole of the Union on the President’s annual message, Mr SteK,ens explained and defended his views Heretofore expressed. He affirmed, and ■ challenged contradiction when he said Knat under the neutrality laws, as they I g O w stand, owing to the imperfect phrasI jology. l h e President cannot at all use the I irmy or Navy, and it was only by conH»racti°n or interpretation he could do it; ■ cl! doubt should be removed by legislaB tion respecting these laws. He argued that there was no power in the United States to prevent American citizens from nuitting this country and joining an eneD'V or to punish them; and but for Pauldiag' interference, Walker would now be secure in the possession of Presidency of, Nicaragua, and he was the only legitimate chief magistrate of the country. He re-1 plated that Walker and his men should be ; Cent back and full restitution made to | them for their losses by the conduct of Paulding who kidnapped them. The resolution to refer the military ex-, i pedition to the Committee on Judiciary I was amended with instructions to enquire I into the expediency of amending the NeuI trality laws. A proposition was made by Mr. Phelps I to refer of the Pacific Railroad to a selecti I committee of thiiteen. It was debated f but not concluded. Committee rose and I House adjourned. Senate—On motion of Mr. Bell, a resi oluiion was adopted requesting the Sec- ! retarv of the Interior to communicate the I estimated quantity ofland, which it will I require, under the Act of March, 1857, I granting lands in Minnesota for Railroad I purposes. On motion of Mr. Davis, a resolution t was adopted calling on the Secretary of War for a report of the commissions on I war claims in Oregon and Washington | Territories.
Mr. Houston gave notice of his intention to introduced a bill to provide for the admission of Kansas into the Union as a I State. The joint resolution directing the presentation of a medal to Paulding was made | the special order for Wednesday next. No other business of general importance was transacted. Adjourned. It is the intention of the Proprietors of the Sentinel to make it in all respects a newspaper worthy the support of the Democracy of Indiana And in the proportion its circulation is increased and its advertising patronage enlarged will I be our ability to add to its interest. Having no I local Agents, we depend entirely upon the offorts of our political friends to extend its circulation. In no cheaper or more effectual way can political intellence be circulated; zeal excited and party organization preserved, than through the medium of the press. All then, who are l sirious of the succes of Democratic principles and policy, can serve the cause in no better wav ! than in extending rhe circulation of the political organs of the partv. The year, upon which we have entered, will doubtless be one of important events- Upon ; all matters of public interest we shall give full and reliable intelligence. An important State election occurs next October. A new Logislalature, members of Congress, Supreme Judges, and most of the State officers are to be elected It is only by sleepless vigdence and untiring effort that we can expect to maintain the supremacy of the Democratic parly. It behooves every Democrat, then, to inform himself upon the issues of the day. which it will be the object of the S n/inrl faithfully to present, and thus be prepared for the conflict. The Sentinel w]\\ be governed in its political course bv the authoratively expressed sentiments of the party. The principles and policy it promulgates it will be our aim to advocate and defend, believing that upon the integrity of the Democratic party rests the preservation of our unequalled Government. Il will represent the Democratic party of Indiana; not cliques, factions or men. It will be impartial towards all candidates for party favor but whoever it may select as candidates for public position, and its representative men, it will be our object to elect fnd sustain.
