A National Tax upon Bank Issue*. The Cincinnati Eugvirer proposes that Congress in the exercise of its Constitutional power to levy direct taxes, should impose a tax, upon banks, upon their small notes issued under twenty dollars. In Great Britain. France Holland and other countries of Em ope no bank notes nre permitted to circulate under twenty or twenty-five dollars, and their example ought long since to have been copied in the United States. Several of the States have already prohibited the circulation of small notes, but concert of action is not to be expected horn thirty-one Legislatures of the different States. To invoke the power of Congress is the only remedv. As long ago as 1810 that distinguished and <ib.e '.tatetman Col. Benton, whose labors in behalf of a gold and silver currency ought ever to be remembered with gratitude, introduced a bill to the Senate having this object in view, but the country was not then ripe for it and it was not adopted. We believe Mr. Guthrie, when Secretary, of the treasury made a similar recommendation in one of his reports, but the currency evil being not then felt, it was not heeded. A correspondent of the New York Ilerruld intimates that Secretary Cobb wil] renew the suggestion. If by this means the small note currency could be dispensed with, it would be "one of the greatest reforms made since the adoption of the Constitution and as advantageous to the business of the people as the Inde- j pendent treasury has been to the opera- ! lions of the Government A Correspondent of the Boston Post thus writes: During my last visit to Ku- ■ rope, 1 visited England, France, Belgium, j Holland, Germany, Switzerl tnd, °Nor-! them Italy, and Sardinia, and was crone > from home about one hundred days. V> hen 1 have been asked wbat it cost me, 1 have sometimes asked my questioners to‘guess’ the amount. The sum named has been usually two thousand dollars, or two thousand five hundred dollars. Iti was about one fifth of the latter sum, to wit: five hundred dollars—and the very same scenes can now be visited for onehalf that sum, and travel respectably. Girls out of E.uplov.—On the 9th of October, between six and seven thousand ffiids had up to that date, been thrown out of work in New York. Appalling as this statement was, it will doubtless fall shout of the actual truth at that time, ’ and it may be safely assumed that more , than ten 'thousand oi this class are now ab<iolutely desiitude of all means of support. ■ — I. A Distinguished minister of New York Has a good many visitors. He promised ■ his servant girl a present of a pair of shoes ’ when she bad gonv to the front door 200 | limes. The promise was made on Monday ■ morning, and the shoes were earned by I IO o’clock Wednesday morning. She gave each of them 100 dollars in cash, and m vie them equal heirs to her real estate in Jefferson street at the death of an aged brother. The I slave# are to be sent to Ohio.
