•2 „ Z •Vie to Fourteen Years Roy Woodruff twenty year old son of R.’uban Woodruff, has proven him- If one of the worst desperadoes for his age ever in this county. About two months ago he returned home from the Plain field reformatory where he had served a long term for stealing. Thursday morn ng he arose early and went to a pasture lot on the farm of Davis Dailey where the latter had a number of eattle herded. Young Woodruff cooly drove out two yearling steers, drove them across a wheat field to the road and then to the slaughter house north of this city where he sold them to Fron field & Sehieman for thirty four dollars. He cashed his check about eight o'clock yesterdy morning and after making a few purchases about town went to Myers &\Scheiman’s livery stable, hired a rig saying he was going to Monroe. During the afternoon he telephoned from Peterson that he would not be in until ten o’clock. About four o’clcck Davis missed his cattle and an investigation soon resulted in clearing the mystery. Shortly afterward Mr. Scheiman, the butcher came in and reported that he had met the young man east of town and it was supposed he was headed for the Ohio line. Mr. Myers and Nolan King left at once in search of him but about seven o’clock last young Woodruff drove up in front of the Peoples restaurant, accompained by a young lady. He was immedi ately arrested by Marshal Cordua and taken to jail where he conessed, saying he did the deed’ *‘just for meanness.” Friday morning the Decatur Egg Case company missed a horse which they had on their pasture east of town near the Davis fa”m and a search found several people who‘had seen the horse with a gang of horse traders headed towards Ossian. They had told several parties that they had bought the horse of young Woodruff for <17.50. The animal was worth about eighty dollars. Sheriff Butler and Wash Gilpen. an employee of the Decatur Egg case company left at eleven o’clock this morning and recovered the liorse. A guard from "the Plainfield reformatory who was here recently said that Ray was the worst biy they had and predicted he would some day receive a life term at Michigan City unless he mended his ways as he was as desperate a boy as was ever at PlainSeld.
Young Wjjdraff was brought into court at two o’clock Friday admitted his guilt and within tkirty hours after th? commission kis crime had been sentenced to Jeffersonville reformatory for from one to fourteen years on the charge of grand larceny. He said hes was nineteen years old and asked if he conld’nt be sent back to the Plainfield school. He was turned over to the officers <19.40 and when -afeed what he did with the rest of the money said, ‘ I bio wed it in and paid what I owed.”
A New Industry Decatur is to have a new manufacturing establishment that will commence opperation within a tdjort time, and when opened up -jFi.il employ from the start any where from ten to twenty men and wore as the capacity of the plant is increased. -no - ro this city the above stated plant. The men behind this concern are all financially «ble to carry out this proposition and will at once organize a stock company. Those who now have charge of the same and the sole owners at present are John Everett, Henry Hite and John Myers and they are enthusiastic Several locations have been looked over but none has as yet been decided upon and will not be for a few days. Tais cement block and roofing material is at present only nanufactured in one place in the United States, that being in the east, thus insuring a nice opening for all central and western trade. A simple of th* new material is now on exhibition at Everett & Hites grocery and can be seen by any one. and the boys take great pleasure in explaining its fine [Klints to you. The factory will soon bea reality and a leading industry here.
Had a Lively Chase Three tramps whose true names we were unable to learn gave Marshall Cordua and a number of other leputies who were sworn in for the time being and a number ot sight seers an interesting chase before they would submit to being captured and placed under arrest. It seems that late yesterday atfernoon three men were discovered in the home of a man named Ginter who lives west of our city and near Peterson by two men who were out over the county selling poultry food and were again seen by one of Mr. Ginters’ farm men and frightened away. The farm hand then telephoned to town to Marshall Cordua for him to be on the look out for three men and gave him their desciptions. Search was immediacy instituted this being about six thirty and three men were found near the Erie depot who on seeing the Marshall immediately started to run south. Cordua ordered them to stop but this only seemed to encourgae them to run I that much faster and the chase continued until the’fugitives hit the Grand Rapids railroad track and headed for Monroe, with Cordua and his deputies still in pursuit. But this kind of work began to tell on both sidesjtnd Clark Coverdale who seemed to be the freshest of the deputies was ordered ahead to round up the men. and well he did this work for right back of Dr. Trout’s farm the fugitives were forced to sit down on account of their exertions and Clark made a most daring capture and held his prisoners at bay until Marshal Cordua and his other men arrived and the procession about faced and headed for town and the jail where the prisoners were placed for safe keeping until some one from the scene of the robbery arrived to identify them. This morning bright and early Cash Andrews who neighbors with Mr. Ginter came to town he having seen the thieves but was unable to identify the men as those he had seen the day before, and as there was no other charge against the men other than they were held as suspicious characters they were allowed to go and ordered to leave town as fast as possible. They immediatey complied with the Marshal's request. All the boys who took part in the chase are today resting up and triyng to regain some~of the wind that they lost. The directors of the Great Northern Fair Association met Saturday atSheriffs Butlers office and disposed of a large amount to business preparatoiy to advertising and arranging for the big fair to be held August 30 September 2. Colored lithographs, bills "cards etc., were ordered and soon the country for twenty miles around will have due notice of the dates and Jattraction of the big fair which is to be a record breaker this year. A plat of ground was leased to the ladies of the Presbyterian church wbho wil] erect a dinning hall.

Reforms a- Town A special dispatch from Brisbee Arizonia. tells how Ross Johnson a former Decatur boy now Police Judge of Douglas, has reformed the lawless element of that city as follows: R. O. Johnson, a broad-shouldered former college man, who is stili under 30. has caused Douglas, the famous border town, to be the most taiked-of place in the whole territory. Johnson is Justice of the Peace of i Douglas. He has caused a gasp of astonishment in all quarters by so guiding the destines of the town that a murder, robbery or saloon hold-up has not been reported from there in two weeks. All because he believes that a man should not carrv a concealed weapon. With this gospel and the nerve to back up his belief, Judge Johnson is making Douglas feel as though it were having a glad dream. Two weeks ago the judge decided ■ that the population was being shot away fast enough. Being not only justice of the peace but mavor. common council and the whole official life of the unincorporated town Judge Johnson set his square jaw and remarked in that easy Western style. No gentleman shall carry a gun in this town lest he be tempted to perforate his fellow man or pack off the hard earned coin of some booze foun dry or faro games With this Christian sentiment in his mind the judge caused the deputy . constables to know that the six shoot i er. except as a bedroom ornament, must disappear.
There was ferocious swearing in Douglas when the order was promulgated. "Bulls-eye Ben” rode in from the ranges one Saturday afternoon with a brace of six shooters at his belt. "Let me at this Daniel,” said the terror, fiercely, “I <Vill make him to resemble that culinarv implement known as the sieve.” The next day Ben counted into the palm of Judge Johnson SSO. Then the judge instructed his officers to search the saloons and the gambling houses and find eix shooters First the Cattle Exchange saloon was raided. Six guns were yielded up, and their owners were fined-SSO apiece the next day by the judge. “The root of all evil in Douglas is the six-shooter,” said the Judge from the bench. “And there is another attendant evil —the desire to shoot them. “Go forth,” he said to the officers. “and find me more six-shooters.” Then the officers raided the White House, the Big Adobe and other notorious resorts in Douglas and enough six-shooters were confiscated to stock an arsenal. The Judge fiaed each man arrested SIOO. The lawless element was disgusted, but helpless. “He is a cheap edition of Dogberry,” remarked one "bad man.” “Huh, you let that kid take yer gun away from you”’ exclaimed one gentleman, who dropped in from over the border. His hip pocket was bulging. Then there came strolling down the street with easy stride an athletic six footer. “There’s the kid,” said a bystander. “Ha, he’s my meat,” said the “bad man,” and began to flourish his gun in the face of the Judge just as he was passing the group. The Judge is able to dispense justice with both hands. He knocked the boaster down with one hand and picked him up for a second knock down with the other. “The public peace must be preserved,” remarked the Judge to this no longer “bad man” when he came up for sentence, “and as the welfare of the majority must be respected the town of Douglas will retain your six-shooter.” He has kept all the revolvers aud will turn over several hundred dollar’s worth when he makes his next quar terly report. The Judge is enabled to make his law operative by reason of the fact that there are numerous one-time “bad men” who are rounding up the six-shooters. The officers get fees in accordance with the fines imposed and it is needless to say they are zealous. Judge Johnson was a law student in Decatur, Indiana, when he got an appointment as a deputy custom collector under ex-Collector Hoy. Then he was appointed justice of the peace. The Judge was much annoyed on taking charge ot the town—which is in reality, what he has done—to find that the Coroner was the busiest official in the place. Some of the Judge’s detractors maintain that he was envious of the Coroner’s prosperity. The Judge however is very reasonable in his position He insists that 'he is anxious for the prosperity of | Douglas, but holds that a town where ' bullets may be flying at any minute is not especially attractive to prospective investors.
' "My business" says the Judge, “depends upon the increase of population, not the decrease. 1 like Douglas: it s a pretty town and the people are good ' hearted, but if the citizens are to leave ‘ us bv the way of the Coroner’s inquest as they have been doing I will have to pack up my Blackstone and penal code and find another locatior. One of Judge Johnson’s strongest i backers is Captain Reinig. of the Arii zona Rangers. The captain was one I of Roosevelt's Rough Riders and loves the strenous life.
