It is proposed to have all applicants for licenses to pass an examination whether they are graduates of a recognized school of mtxlicioe or not. Crime is on the decrease, according to the statistics furnished by the large cities. This is due apparently to the fact that the laws are adjusted lietter and that they are enforced more rigidly than in former years. The secret service department show s that because of speedy, sure and adequate punishment, counterfeiting is not nearly so frequent as formerly. It is shown by the police records of the large cities that less than six per cent of criminals escape punishment Greensburg. Pa., July 11, 1898.
