RULES AND REGULATIONS. They Will Govern the Primary Election. January 13, 1900. The Adams County Democratic Central Committee in executive session assembled, adopted the following rules for the control and regulation of the democratic vote to be polled in the nominating election of said party, of candidates' to be voted for in the general election of 1900. Section 1. The democratic primary election on Friday, the 12th day of January. 1900. shall beheld under the Australian system of election laws of | Indiana, with the exception that there . shall be one inspector, one judge, two clerks and one election sheriff. Section 2. That the interest and purpose of the nomination at a pri- j marv election is to secure a full, free i and fair expression of the whole de-| mocracy of the eountv. Provided that all those who voted the regular dem- j ocratic ticket in 1898 be considered democrats. - Section 3. The qualifications other than heretofore given of voters of such primary, shall be. that he is a ‘ citizen of Adams county. Indiana, and a legal voter therein, or will be a legal voter before the next general election. That he be a bona tide resident of the township, town or city, and of the precinct wherein he offers to vote. Section 4. The eligibility of a candidate shall depend upon his compliance with the foregoing requirements, and paying the assessments for campaign purposes, placed upon l ira as a candidate for the office to which he .. spires. Such campaign assessments shall be paid at least ten days before the said primary election. Provided, that if a candidate neglects or refuses to comply with the requirements cf the Adams County Demoeratic Central Committee as are pro-v-.b : tor i ■ ti.' rules and regulations ..-I. the name of such ■ tndii ate shall not appear on the tiek'ts used in the said primary election. S.ct on 5. That the County Central Committee shall meet on the day following the next democratic primary election in Adams county, in Decatur. Indiana, at 2 p. tn. and receive from each inspector or committeeman of the townships or of the respective precincts cf townships, town er city, the returns cf said election and pro- ■ c -ed to compare th* votes cast for all the candid "is who have complied with the redes and regedations of the committ-s' and the person having the highest number of votes cast for any given office. shall be declared the ncminee of the democratic party of <..id eountv and state of Indiana, for such office sought. Each board of election shall keep a pell book in which shall be entered the name of every person who votes at such primary election, and after the polls are closed, said election board shall count the votes or . allots cast and make out a tally sheet. and deliver such tally sheet properly signed by such election board to the ejection inspector of such voting precincts, who shall deliver suchtallv -beets and poll books to the chairman of said Adams County Democratic Central Committe on the day following such primary election aforesaid. The officers of said election board shall at the time of making out the tally sheets make out and sign three certificates of election shewing the vote in such precincts as shown bv the poll and tally sheets and place one of said certificates in the possession of the itspeeter. one in the hands of each election clerk to be held as authentic reference should any controversy hereafter arise. Sect ion 7. All contests and disputes arising out oi the canvass and counts foil owing said primary election shall be settled by a majority vote of the County Central Committee under whose direction such pnmarv election was held. Section B.—Should any candidate violate the rotes and regulations of the Adams County Central Committee
anil thereby fraudulently secure the nomination to the office to which he niav have aspired, the candidate for such office who shall have received the next highest number of votes shall by a majority vote of said county committee lie declared the nominee of the party aforesaid to such office. Section 9. Should there be a vacancy occur at any time by removal, resignation or death, or should then be a tie vote of any candidate, or of any candidates nominated at such primary election aforesaid the vacant shall be filled or the tie settled and adjusted by a majority vote of the County Central Committee at such time as it may then and there agree upon. Section 10. That the contested ballots and tally sheets shall be placed in a paper bag tit'll with a string and sealing wax melted and pasted over the knot of the string and delivered to the inspector and by him returned to the court house in the city of Decatur. Indiana, on the day hereinbefore mentioned in section five. Section 11. The names placed on the tickets used in said primary elec tion as referred to in section one. of the rules and regulations shall be arranged in alphabetical order. Section 12. The chairman of the Adams County Central Committe shall have a notice printed for two weeks in the Decatur Democrat, giving names of offices to lie filled by candidates voted for in November 1900, and voting places in the next democratic primary election.
