OFFICIAL PAPER OF ADAMS COUNTY. THURSDAY, DEC. 28. DISTRICT HEETING. The democrats of the eighth congressional district will meet in delegate convention at Portland, at one o'clock p. m. on Tuesday. January 9.1900, For the purpose of selecting a member of the State Central Committee fpr the ensuing two years. The basis of representation fixed by the State Cent ral Committee will be one delegate for each 200, or fraction over 100 of the vote cast for Samuel M. Ralston for Secretary of State in 1898. According to this apportionment, the basis of representation of the several counties will be as follows: Adams 13 Blackford 9 Delaware 18 Jay 16 Madison 36 Randolph 10 Wells 15 Total 117 Necessary to choice 59 The delegates from the several counties shall lie selected at the time, and in the manner prescribed by the chairman or committee from each county. Vernon Davis, District Committeeman. The primary election in this county will be held two weeks from tomorrow. The republicans of Indiana held their annual holiday love feast at Indianapolis yesterday. Jay county democrats are already preparing for the proper reception and entertainment of the district meeting, which will be held at that place on January 9. The rules and regulations as promulgated by the democratic central committee of Adams county, will be found in this issue, and to which we call the attention of every democrat. The trusts have made it very clear to the republican bosses that contributions from them to the McKinley fund are contingent on Hanna running the machine. He has been “persuaded” to run it. The gold standard bill establishes a gigantic national bank trust with ]>ower for absolute control over the currency of the country. Under the provisions of this bill the national banks can contract or expand the currency at pleasure. The Hon. Daniel McDonald of Plymouth, will accept the secretaryship of the democratic state central committee. Such slight recognition is but a drop in the bucket of what is due and owing this very able newspaper writer and democrat. The delegates as appointed to the district meeting at Portland are A. A. Campbell. William Worden, Martin Miller, Michael Miller, Jesse Steele, Edward Foreman, H. S. Michaud, Eugene Lindsey, W. W. Briggs, J. M. Duff, T M. Gallogly. Just to emphasize the good times, the tin-plate trust has closed down indefinitely sixteen of its thirty-one plants, throwing out of employment over 2.IXX) men in the rolling department alone. The testimony of an owner before the investigating committee was that he made 20 per cent net profit when tin-plate sold at 82.60, and it now sells for 85.65, so you see the law of supply and demand is an immutable law. “I do not see any necessity for additional legislation on the trust question,” says Congressman Grosvenor of Ohio. Mr. Grosvenor is the president’s mouthpiece in the house. He voices the wishes of both Hanna and McKinley in the most official way. Os course he cannot see any necessity of additional legislation against trusts. The trusts have done too much for Grosvenor’s party. To interfere with their schemes of plunder would be a gross ingratitude. So long as the MeKinley-Hanna crowd are in power at Washington, the trusts are as safe from federal molestation as the tropics are from Dakota blizzards. The death of General Lawton at the head of his troops storming a stronghold of the enemy brings to the mind of many the horrors of war. General Lawton was an Indiana man well known to a great many citizens of the state. His reputation for bravery coupled with cool courage and calm stragetie judgment made him an ideal soldier, loved by the boys in the ranks and trusted by all. His untimely death robs the army of a stalwart soldier and Indiana of a respected citizen. And yet in his death is but a reminder that in many homes throughout the land can be found an empty chair, a silent witness of the horrors of war. Would that mankind would know war no more and that the engines of destruction, used on the field of battlefield were turned into the pursuits of pea ?e. Muncie Herald.
RULES AND REGULATIONS. They Will Govern the Primary Election, January 12, 1900. The Adams County Democratic Central Committee in executive session assembled, adopted the following rules for the control and regulation of the democratic vote to be polled in the nominating election of said party, of candidates to lie voted for in the general election of 1900. Section 1. The democratic primary election on Friday, the 12th day of January, 1900, shall beheld under the Australian system of election laws of Indiana, with the exception that there shall be one inspector, one judge, two clerks and one election sheriff. Section 2.—That the interest and purpose of the nomination at a primary election is to secure a full, free and fair expression of the whole democracy of the county. Provided that all those who voted the regular democratic ticket in 1898 be considered democrats. Section B.—The qualifications other than heretofore given of voters of such primary, shall be, that he is a citizen of Adams county, Indiana, and a legal voter therein, or will be a legal voter before the next general election. That he be a bona fide resident of the township, town or city, and of the precinct wherein he offers to vote. Section 4 — The eligibility of a candidate shall depend upon his compliance with the foregoing requirements, and paying the assessments for campaign purposes, placed upon him as a candidate for the office to which he aspires. Such campaign assessments shall be paid at least ten days before the said primary election. Provided, that if a candidate neglects or refuses to comply with the requirements of the Adams County Democratic Central Committee as are provided for in the rules and regulations herein contained, the name of such candidate shall not appear on the tickets used in the said primary election. Sections.- -That the County Central Committee shall meet on the day following the next democratic primary election in Adams county, in Decatur, Indiana, at 2 p. m. and receive from each inspector or committeeman of the townships or of the respective precincts of townships, town or city, the returns of said election and proceed to compare the votes cast for all the candidates who have complied with the rules and regulations of the committee aforesaid, and the person having the highest number of votes cast for any given office, shall be declared the nominee of the democratic party of said county and state of Indiana, for such office sought. Provided, that no County Central Committeeman, whose name appears as that of a candidate on the election tickets of such primary, shall be eligible to serve as inspector of such election, nor shall he be allowed to select any election officers to serve in the said primary election. In the case of ineligibility of the committeeman to appoint such officers aforesaid, the chairman, secretary and treasurer of the County Central Committee shall appoint such election board in such precinct at least one week before the primary election. Section 6. - Each board of election shall keep a poll book in which shall be entered the name of every person who votes at such primary election, and after the polls are closed, said election board shall count the votes or ballots cast and make out a tally sheet, and deliver such tally sheet properly signed by such election board to the election inspector of such voting precincts, who shall deliver such tally sheets and poll books to the chairman of said Adams County Democratic Central Committe on the day following such primary election aforesaid. The officers of said election board shall at the time of making out the tally sheets make out and sign three certificates of election showing the vote in such precincts as shown by the poll and tally sheets and place one of said certificates in the possession of the inspector, one in the hands of each election clerk to be held as authentic reference should any controversy hereafter arise. Section 7.- All contests and disputes arising out of the canvass and counts following said primary election shall be settled by a majority vote of the County Central Committee under whose direction such primary election was held. Section 8. Should any candidate violate the rules and regulations of the Adams County Central Committee and thereby fraudulently secure the nomination to the office to which he may have aspired, the candidate for such office who shall have received the next highest number of votes shall by a majority vote of said county committee be declared the nominee of the party aforesaid to such office. Section 9.—Should there be a vacancy occur at any time by removal, resignation or death, or should there be a tie vote of any candidate, or of any candidates nominated at such primary election aforesaid the vacany shall be filled or the tie settled and adjusted by a majority vote of the County Central Committee at such time as it may then and there agree upon. Section 10. That the contested ballots and tally sheets shall be placed in a paper bag tied with a string and sealing wax melted and pasted over the knot of the string and delivered to the inspector and by him returned to the court house in the city of Decatur, Indiana, on the day hereinbefore ' mentioned in section five. The gold reserve is increased from one hundred millions to one hundred and fifty millions, treasury notes are made redeemable on demand, and the secretary of the treasury is empowered to issue bonds whenever the gold reserve is impaired. The only protection for the gold reserve is removed I by making treasury notes redeemable I on demand and there are no means in ' the hands of the government of prei venting a body of brokers getting one j hundred or fifty millions of treasury ■ notes, demanding their redemption in gold, and forcing the secretarv of the 'treasury to negotiate another bond sale on very unfavorable terms for the government, This operation could be repeated a dozen times a year and the loss to the government will aggregate many millions in the courseofa year.” Albany Times-Union.
A Rochester company talks of putting in a plant to furnish steam heat to business rooms and private houses at a cost not greatly in excess of the present expense for fuel and stoves It seems to us that a scheme of that kind would be just the thing. There can be no good reason why heat could not lie piped toresidence and business houses as effectually, expeditiously and cheaply as water or electric light. The fuel problem is one that is yearly pressing upon us for solution and must be met in the near future With practically six months of winter the expense for fuel is greater for the a )^T a r e faiui ly than all other expenses of living combined. At present the people are ground to powder bv the coal trust and must submit to "their extortions or freeze. Every vear wood is becoming scarcer and scarcer, and it will not be long until a change of some sort in the present expensive and unsatisfactory manner of heating wnl have to be devised.
