Niblick on Third street, where as the guests of Miss Mary Heffner, they were served delicious refreshments. About fifteen youths and maidens participated and tell of a delightful evening. Richter, a principal in the Hammond school, is charged with manslaughter. He whipped a pupil who shortly afterward died from injuries to the spinal cord, claimed to have been caused by whipping. The school board and superintendent will stand by the teacher and an interesting suit promises to follow. The affair has caused no little discussion as to the rights of a teacher in the matter of corporal punishment. Secretary Hurty of the state board of health, proclaims that an epidemic of small pox is sure to rage in Indiana this winter, owing he says to the inability of the small tow*n physicians to detect the existence of the disease, thus giving it an opportunity to giving it a foothold. The facts in the case are that Hurty is so swelled on himself that he imagines no one capable of smelling this dangerous con tagion only this self same Hurty. M. J. COUNTY FUNDS Attorney General’s Opinion as to Their Expenditure. First —Where au expenditure has been ordered by the board of county commissioners, and the work for which such expense is incurred has not teen completed prior to Dec. 31, 1899, the county board would not have the right, after the close of said year, to order payment of said work in accordance with their original order and contract. It is the duty of the county council to make appropriations covering such expense where money due on such contracts is to be paid after the close of the year 1899. Second—ls the county board has ordered the auditor to issue his warrant for certain expense out of certain funds for which appropriations have teen made, the auditor may issue such warrant up to and including Dec. 31, 1899. After that date the money reverts to the general fund, and a new warrant would have to be issued pursuant to an appropriation made by the county council, and it will be the duty of such county council to make such appropriation either during the present year or at a special session during the year 1900. Third—ls a warrant has teen drawn bv the county auditor in accordance with an order of the board of county -ommissioners, but such warrant has not been paid by the treasurer, such treasurer would not be authorized, after the close of this year, to pay such warrant. The proper way would be for the holder of such warrant to return it to the county auditor and procure a duplicate. Now the effect of (V e county reform law will be to require holders of warrants to present them and have them paid during the year in which they are issued. If. for any reason this cannot be done, then the auditor should cancel that warrant and issue a new warrant after the beginning of the succeeding year. The result will be that each year's business will be complete in itself. No emtyrrassment or hardship need result front tills practice, because any holder of any outstanding warrant may surrender it and have it reissued by the auditor during the succeeding year, and it is the duty of the county council to make a special appropriation for such warrants, if any there be, that have not been presented and paid during the year in which they were ordered issued. One sweet, solemn thought, does peaceful solace bring; the more old winter bumps us now, the sooner we’ll have spring. The first real storm of the year is with us today and from appearances will remain. Fred Rinehart, of Bluffton, was in the citv today representing the Fox typewriter company.

Upon his invitation the Presbyterian church choir of this city favored the Kokomo people with a number of their choice selections. The visiting choir was composed of the following well known singers: Mr. and Mrs. C, J. Lutz, Mr. and Mrs. J. C. Patterson and Mrs. Jessie Townsend. The visitors speak in the highest terms of their treatment and we doubt not that they more than pleased their audience. Rev.
