THAT NICARAGUA CANAL. probability of congressional action AT THIS SESSION. President McKinley Reported to be Favorable to the Project, and that a Commission Will be Appointed. “There is a dash between the republican leaders of congress and the most prominent supporters of the Nicaragua canal which may result in postponement of cong: ess onal action on this important national project for a year at least. The president’s rc-e commendation of some “definite action by congress at this session if the labors of the past are to be utillized” is taken by the most active supporters of the canal project as meaning that the power of the administration will be used in support of the canal bill now pending, or of some other measure on the same lines. Senator Morgan, for instance, does not hesitate to say that he has the assurance of the president of his friendship for the bill which is now before congress, and adds that the president understands the situation very fully and is not going to allow either the offer of the Panama company, or the least concession granted by the Nicaragua congress, to stand in the way of early action by this government. But while the Nicaragua bill is on the senate calander for early consideration it is the plan of the republican leaders to prevent action at this sesson. Senator Allison, the chairman of the senate appropriations committee, had said no bill over which there was likely to be extended discussion would be permitted to obtain the right of way in the senate at this session. The republican leaders are determined that the appropriation bills and the necessary bills relating to the army and navy shall not, by any possible means be prevented from passage at this session, for, according to their present plans, they are determined that there shall be no postponement of absolutely necessary legislation to furnish an excuse for an extra session of the new congress. It is the idea of Mr. Dingley, as he has revealed it to other house leaders, that there is to be no Nicaragua canal legislation at the present session. It is probable, he is quoted as having said, that in view’ of complications growing out of the new concession and of the recent collapse of the new republic of the United States of Central America, the president will be authorized to appoint a commission to investigate and report on the exact status of affairs. The president’s reference to the canal question in his message is regarded as particularly important because of his failure to say anything about Clayton-Bulwer treaty. This is regarded as direct encouragement to congress to go ahead with the terms of his treaty with Great Britian, which provides, if it means anything, for joint construction and control by the two governments. Whether this means that the president has already been given assurances that England will consent to American control, or that he is satisfied such consent can be obtained at any time either with or without the abrogation of the treaty, is a matter of much speculation among those here in Washington who have made a special study of the canal question. Senator Morgan is confident that congress will, early in the session, pass the canal bill and that all efforts to injure the project will fail. He said today that he was not at all surprised at the president’s recommendation for immediate action at this congress. “The president," said he, “understands the character of the opposit ion and so does congress. The Pacific railroads, which control the business of transportion from the Atlantic to the Pacific in this country and the Panama railroad, which controls it across the isthmus and which is one of the richest railroads in the world, are fighting the canal project because they fear it will injure the business of which they are a monoply. The position of the Panama canal people is very easily understood. “They come to us representing a hundred thousand stockholders in a French corporation and urge us to abandon the Nicaraguan canal because its construction would injure the value of their stock. Their schemes has the assistance of some people in this country who raise their hands in horror at the thought of this government reimbursing, to our own citizens. money which they have spent in making surveys of the canal and putting the work where it is. In order to avert the possibility of some Americans getting back the money which, from patriotic motives, they have put into the Nicaragua canal, there are a few people in America who would abandon this great project and incidentally strengthen the hands of the men who now have a monopoly of the land transportation; but I am happy to say that there are not many such Many of the supporters of the canal project have considered the collapse of the federation formed by Nicaragua, Salvador and Honduras as of great importance tothe canal project. They charge that that government was formed primarily for the purpose of subjugating Costa Rica in her rights in a portion of the canal route and her consequent rights as a stockholder in the canal. Thev charge the Nicaragua formed this federation largely to escape the sovereign responsibilities for the act of President Zelaya and the Nicaragua congress in granting a eoncession to what is known as the Cragin svndicate. This act, it is claimed, was in the face of both the spirit and the letter of the contract tetween Nicaragua and what is now the Maritime canal company, and it was to avoid the responsibility for this act I that Nicaragua merged her sovereignty in the union with Salvador and Hon-

duras. Senator Morgan does not consider the collapse of the republic as of very much importance. I have never thought,” said he, “that the new federation would stand in the way of the success of the canal, for I have known that this government would not of course allow such flagrant wrong to be done its citizens and itself as was contemplated by this act of the government of Nicaragua in granting the socalled new concession. That concession has no legs to stand on. Under the terms of the concession now held by what is the Maritime canal company the company has the clear right to an extension of time in which to build the canal, and it has, moreover, by express stipulation, the right to have all matters in controversy between itself and the government of Nicaragua submitted to arbitration. Under the terms of this contract and because of the further fact that it has no right to act independently of Costa Rica in the matter, Nicaragua’s declaration that the cecession of the Maritime company expires in October’ 1899, is entirely worthless.” It is charged that the opposition of President Zelaya to the Maritime company is due to the failure of Messrs. Hitchcock and his associates to put up a large amount of money, or its equivalent in arms and ammunition, at the time when there was internal discord and an effort was made to overthrow the Zelaya government. The men representing the Eyre-Cragin syndicate are said to have paid to the Nicaraguan president $25, (XX) to meet the expenses of the extraordinary session of congress at which the concession to them was granted, and they put up SIOO,OOO in gold as a first payment for their concession. When the canal question gets before congress this concession and the action of Nicarauga in granting it are going to be bitterly attacked. Senator Morgan will make a very earnest effort to get the bill through congress at this session, but from the present outlook the indication seem to be against them. How to Look Good.
