A NEW BANKSYSTEM PLAN OUTLINED TO THE MONETARY COMMISSION BY J. C. BULLITT. Under It There Is to Be but One Currency and That Is National Bank Notes. Tax to Be Levied on Batiks—To Prevent a Money Stringency. Washington, Nov. B.—The monetary commission is receiving in answer to its invitation many interesting propositions for reform of the banking and currency systems of the country, and among these is one from John C. Billitt which is highly indorsed by financial authorities and has commanded great attention and study. Mr. Bullett’s plan in part is as follows: All of the outstanding currency obligations, amounting to about $800,000,000, to be taken up and cancelled, being replaced according to business exigencies (under the direction of a currency board composed of the president, secretary of the treasury and controller of the currency) by 3 per cent bonds. There is to be but one kind of currency, namely, national bank notes redeemable in gold at the bank of issue and a selected bank of reserve and these notes are to be issued gradually to refilace United States obligations as the atter are retired. These notes are to be secured by a deposit of 15 per cent of gold in the treasury, by 15 per cent gold in the bank vaults and by a first lien upon all of the banks’ assets, as well as by a special provision giving the government the right to assess all national banks when needed to make good the notes of a defaulting bank, the notes of which would then be redeemed by the government. A tax is to be laid upon the banks to cover the expenses of the currency board and the balance held to secure redemption of notes in gold, but if this exceeds $10,000,050 the surpulus may be covered into the treasury to pay interest on United States bonds and for general purposes. Power should be given to banks, under permission from the currency board, to increase the note issue when demand is caused by unusual financial emergencies. and subsidiary coins should be redeemed in gold by the United States government when demanded. These amount to about $100,000,000. No note should be issued for less than five dollars. Customs duties and taxes of all kinds due the government should be payable one-third in gold and two-thirdsin bank notes. This is necessary to supply the government with the gold required by it to pay interest upon its bonds, redeem silver, and for other purposes. The legal tender quality of gold and silver should remain as now provided by law, and they should be the only legal tender except to the extent of two-thirds of customs duties and taxes due the government which should be payable in bank notes, as above stated. To Prevent a Money Stringency. Washington, Nov 5. — Assistant Secretary Vanderlip has returned from a brief visit in New York where he arranged for the transfer by the reorganization committee of the governments share of the purchase price of the Union Pacific railroad. Several of the prominent New York city banks have made applications for the deposit with them of such amount of the purchase money as the treasury department may deem necessary in order that there may be no disturbance of the money market in consequence of the reorganization’s heavy withdrawals. The several amounts which the applicant banks are willing to handle aggregates $20,800,000. Other banks will also apply for considerable amounts and furnish the required indemnity bonds should it be deemed necessary. Telegraph Company Gets It. Tolle. Washington, Nov. 6.—Postmaster General Gary has approved the report to the court of claims of First Assistant Postmaster Perry S. Heath, as sole referee in the case of the Western Union vs. the United States, involving a large claim for government telegraph tolls under the Wanamaker rate and accrued under that administration. Mr. Heath’s report found that there was due to the company $258,869. This represents the difference between the rates paid prior and subsequent to the adoption of the Wanamaker rate. Dr. W. Godfrey Hunter. Washington, Nov. 9.—The president yesterday appointed W. Godfrey Hunter to be envoy extraordinary and minister plenipotentiary to Guatemala and Honduras. Indiiua Postmaatera. Washington, Nov. 9. —Indiana postmasters were appointed yesterday as follows: Cason, Levi H. Mills; Woodruff, Lafayette Sams. Treasury Statement. Washington, Nov. 9. —Yesterday’s statement of the condition of the treasury shows: Available cash balance, $205,591,230; gold reserve, $154,616,591. LOST ITS TERRORS. Yellow Fever Situation Much Improved. Trade Picking Up. New Orleans, Nov. 9.—The yellow fever situation continues favorable. There has been no marked chango since last report, and yellow jack has lost its terrors for the people, who are greatly elated over the gratifying turn of affairs. Good news has been received from all points, and it is predicted that trade will have assumed its normal condition by the middle of the month, though it has been dealt a terrible blow by the dreadful plague. The board of health officials are of tbe opinion the situation will gradually improve, and all indications point that way. Yesterday’s record was as follows: New cases, 13; deaths, 5. Favor* the Gold Standard. Shanghai, Nov. 9.—The emperor of China and the board of revenue have approved a memorial presented in favor of establishing a gold standard and prohibiting the export of gold. It is doubtful, however, whether this will have any practical result. Kentucky Legislature. Frankfort, Ky.,Nov. 9. —With three districts still in doubt, one of which will probably go Republican and two Democratic, the next legislature stands 100 Democrats and 35 Republicans. Both parties broke even on the state senators.

Conway, a brakeman on the Baltimore and Ohio Southwestern, is lying at the point of death at his home here with a broken neck. He fell from the top of his caboose and dislocated the fourth cervial vertebra. By a miracle death did not result, but his body is completely paralyzed, though he is perfectly concious and can talk. His head has been placed in a sling, and it is hoped the vertebrae can be snapped back into place and his life saved.
