WASHINGTON LETTER, IN«tcle Sam to Indemnify the Sender cf Lost Letters In Line at Last. Jerry Simpson’s Big District. [Special Correspondence.] Uncle Sam is going to be honest and pay for the property he loses. The new law providing indemnity to the amount I of $lO for lost registered mail goes into ‘ effect July 1. It is the belief of the postmaster general that the new law > will bring to his department a great i deal of profitable business. The postofflee department bids for | business like any tradesman orcarrit r. i ! Os late years the express companies j i have been cutting into Uncle Sum’s postal order business and cutting down i his registration trade. Last year there was a decrease in registration fee receipts at San Francisco of nearly 6 per ■ cent, at Cincinnati of about 1 per cent, ■ atpetroit of more than 5 per cent, at Inuisville cf more than 4 per cent, at. Minneapolis of more than 10 per cent, at Portland, Or., of more than 9 per cent and at St. Paul of 5 per cent. Uncle Sam Behind the Times. At other large offices there was an i increase, but it was not in proportion j to the increase in other branches of j postal business. At New York, for ex- ' ample, the increase was less tiran 8 per j cent and at- St Louis only 3 per cent. Altogether the’paid registrations fell off nearly 6 per cent. The causes of this decline in the popularity of the registry servidfe are the competition of the express companies and the fact that they indemnify the shipper in case of loss, while the postoffice department does not. The United States is the only great country in the world which runs its registry business on this plan. Great Britain pays $25 or less, according to the loss, and for an extra fee guarantees indemnity up to $250. France pays $5 i tfi $10; Austria, Belgium, Holland, ■ Portugal, Roumania, Bulgaria, Spain, Germany, Luxemburg^Egypt and Haiti. about $lO each, ami Colombia, Costa j Rfta, Denmark, the Dominican Republic, Greece, Italy, Norway, Persia, Russia, Servia, Siam, Sweden, Switzerland anil Turkey, sums ranging from $2.25 to $13.40. The United States is classed with such benighted countries as the Kongo Free State and Bolivia. The registry business brought to the. I postoffice last year $975,388.88. Nearly 4,200,000,Q00 stamps, postal cards, etc., were issued last year, which ■ [. means probably 4,000,000,000 pieces of I i mail sent through the postoffice. If 15,- I i 000,000 pieces of registered mail yielded ' i $975,000 revenue, or fcarly 11 per cent ■ ■ of the total revenue of the postal service, ■ [ the registry service must be very profit- ■ able. Small wonder that the postmaster ■ ■ general, with his $8,000,000 annual ■ ■ deficit staring him in th& face* has | wanted for many years to make a bid .! for public patronage in the matter of i I registered mail. In fact, if the postal service stood on its ! ' j own legs—if the service the department ■ II renders to other government offices was ' I charged against them—the postal busi- ! ness would be self sustaining and we I . might have 1 cent letter postage. As it ’ I is, about one-fifth of the business of the registration office last year was done for the departments. Trainload, of Gold as Mail. The registered mail is put to strange ■ uses. A few years ago a trainload of gold was brought from San Francisco ! to New York as “registered mail.” If every piece of fltst class mail matter lost last year had been worth $lO, i the department, under the new law, 1 i woultl have bad to pay only $5,820 indemnity. The increase in the general ! receipts of the postal service last year was 7 per cent. If the registration busi- I ness had increased in rhe proportion of other blanches ot the service, the govl eminent would have received SIOO,OOO , i more than it did. If the grafting of an I : indemnity will bring back the registration business which the government , . has lost and give a normal increase, it I will be worth about $94,000 a year net.® But if there was no profit in it the postoffice department could afford to do this justice to the people who send money by mail. Last year more than sll,000 was realized by the dead letter office on money and valuables lost in the mail for which no owner could be found. This fund would have paid all the claims made by people who suffered [ losses aud complained about them, and I have left $5,000 balance. Jerry Simpson’s Larsre District. Jerry Simpson represents the largest congressional district in the United States in point of population. Jerry would not mind if it was a little smaller as to territory and population both, for then he could manage it more easily. There are 86 counties in his district, which goes by title as “the Big Seventh, ” and he has to corral a plurality of the votes represented by a population of 278,208 before he can be re-elected. He would just revel in running for congress in Nevada, with its population of 45,761, or Utah, with a population of 207,905, or Arizona, with 59,620, or New Mexico, with 153,593, or Okla- ; homa, with 61,834, or Wyoming, with i its population of 60,705, or even Mon- : tana, with a population of 132,159, but instead of that he has to herd a plurality of 57,000 votes into the ballot boxes in his district or the other fellow gets there. The other fellow got there in the campaign of 1394, and one of the reasons why Jerry likes to aggravate Tom Reed so well is because the “great' white czar” went into Jerry's district last fall and said the district had been represented by chaos for four years.
