Washington, Dec. 12.—The session of the senate yesterday lasted but one hour and was mainly devoted to a discussion of Senator Dubois’ proposition to amend the rules so as to distribute the appropriation bills among the various committees of the senate. Senator Hill of New York reintroduced the amendments which he proposed to the ! rules in the last congress during the ' deadlock on the repeal of the Sherman silver law for cloture and for counting a quorum, ,and Mr, Call of Florida gave notice that he would call up his Armenian resolution today. , ! The senate committee on foreign rela- ; tions decided yesterday not to take up for consideration any of- the bills and resolutions referred to it until the committee shall be filled and organized. Cuban, Waller and Venezuelan resolutions are included iu this action. There was brief reference on the part of some of the members present to-the Behring s.ea arbitration question, but its consideration W’as necessarily postponed. SENATE REORGANIZATION. There May Be a Hitch In the Programme of tli« Populista. Washington, Dec. 12. —Members of the Republican caucus committee uow express the opinion that a week’s time will be necessary for the completion of the work of filling the majority representation on the senate cominktees. The Populist senators are having frequent conferences and it is understood that there is some opposition To the programme heretofore agreed upon for allowing the Republicans to organize. Senators Kyle and Alien are more friendly to the present organization than the proposed change, but if the former’s resolution to stand together is adhered to they will be outvoted, and in that event they will probably withdraw from the chamber after the first vote aud thus leave the Republicans iu the majority and iu position to control elections. The Ponulist senators held a final caucus yesterday and decided to place a full ticket iu the field for the senate officers, for whom they will vote once and then step out and allow the Republicans to proceed with the organization. JThey will nominate Senator Kyle for president pro tern, Hon. Thomas Watson of Georgia for secretary of the senate, and Hon. H. E. Taubeneck of Illinois for sergeant-at-arms. DURRANT'S DEATH WARRANT. Friday, Feb. 31, In the Day Set For the Murderer’s Execution. San Francisco, Dec. 12.—The attorney for Theodore Durrant moved for a writ of probable cause for order to prevent the prisoner's removal from the countv jail to the state prison at San Quinteu. The court denied- the motion and subsequently signed Durrant’s death warrant?, fixing Friday, Feb.’2l, as the date of the execution. BIBULOUS GOATS. One Had Delirium Tremens and Was Arrested For Disturbing the Peace. New York, Dec. 12. —The owner of the nanny goat which was arrested for disturbing the peace in Broadway, near Fulton street, aud locked up in the Church Street station house, yesterday secured the 'release of the animal. Barney Kommel, the goat’s owner, told the police sergeant that he had two goats. The nanny goat draifk one Scotch whisky, to which she was treated by a man trom Philadelphia, who had beeu “doing” the Bowery. “Billy driuks nothing but mixed ale,” said Mr. Kommel, “and Nanny generally fills up ou stale beer. If they mix their drinks they are sure to get a jag. Billy knows this, and has not been drunk since last Ne v Year’s Day, but Nanny has been on a spree now for a week, and she had a touch of the delirium tremens. ’ ’ Negro Prisoner Shot Dead. Louisville, Dec. 12.—1 n a rush for liberty at the workhouse yesterday afternoon James Howard, a negro who led the escaping prisoners, was shot dead by the guards. The prisoners were being marched in line to supper when Howard made a dash for the gates, followed by a number of other convicts. The guards fired several shots in the air, and the ringleader was finally brought down by Guard Lynch, who has been arrested. “Nypano” Receivership Question. Akron, 0., Dec. 12.-—Judge Vooris yesterday granted a temporary injunction restraining Daniel Babst from assuming the duties of receiver of the New York, Pennsylvannia and Ohio railroad, he having been annointed bv the court at Marion. The action was taken at the instance of John Tod of Cleveland, who had beeu previously appointed by another court. The hearing is set for December 17. Stonemasons On a Strike. York, Dec. 12. —One thousand members of the'New York stonemasons’ protective union, quit work yesterday. They claim thq£ the contractors hilve violated an agreement entered into last June by which the strikers were to- receive $3 per day, eight hours to constitute a day’s work. Monster Whale Cut In Two. New York, Deo. 12. —The crew es the German steamer Amrum, which arrived here yesterday from Progresso, reports that on Deo. 8 the vessel struck a sleeping ’hale, cutting it in two }>arte. Case Against the Tolleeton Hunting Club Goes to the Supreme Court—New Manufacturing Town—News Items. Richmond, Ind., Deo. 13. —A continuance was granted until Dec. 22 in the case of J/fau K. Smith, the bank cashier of Cambridge City arrested for opening a letter addressed to Mrs. John L. Boyd. The friends of Mr. Smith say there is no question of his innocence of auy criminal intent, as the letter in question came to the bank with a batch of the regular mail and was opened by mistake. He says he immediately indorsed the envelope as “opened by mistake” and reniailed it. The letter in question contained some instructions from her attorney about a divorce suit instituted by Mrs. Boyd, whose husband is a relative of Mr. Smith and also a director in the Cambridge City bank. . STREET RAILWAY DEAL Fort Wayne Electric Lines Purchased by a Cleveland Syndicate* Fort Wayne, Dee. 13.—A Cleveland syndicate headed by John J. Shipperd, has just closed a deal by which the streetcar system of this city conies into its hands. Mr. Shipperd, it is spid, has been elected president of the new company, which will be known as the Consolidated Electric Railroad company. The capitalization of the Consolidated company is $1,500,000, aud a mortgage of $1,500,01)0 has been filed to cover the bonds of the company. It is stated that the Cleveland syndicate will expend at once $300,000 in improving the property, extensions and additional equipment beiug intended. Goes to the Supreme Court* Crown Point, Ind., Dec. 13.—Representatives and attorneys of the Tolleston Hunting chib of Chicago met in court here as defendants in the case of the state against the .club. The state is endeavoring to secure a clear tittle to several thousand acres of swamp land in Calumet township now occupied by the club for duck shooting. After Judge Gillett called the case the state and defendants agreed to use the same testimony that had been shown in the similiar case some months ago and let the case go to the Supreme court for final decision. New Manufacturing Town. Indianapolis, Dec. 13.—The capitalists of this city who recently purchased a large tract of laud at Albany, Delaware county, on which they propose to establish a manufacturing town, yesterday afternoon incorporated the Albany Manufacturing company, with $1,000,000 capital stock. The company will establish a 1 arge bicycle factory. Charles F. Smith, president of the Indiana Bicycle company, is at the head of the enterprise. The men associated with him are Alfredi B. Gates, Philip Goetz, Joseph T. Tedrow and Albert J. Beveridge. Young Girl Misßing. Marion, Ind., Dec. 13. — Eleanor Kenny, a 12-yeat-old girl of Landesviile, this county, has beeu missing from home since Sunday. That afternoon she told her mother -that she was coming to this city and left the house. Careful search and inquiry has been made here and in the surp6utiding country, but’no trace of her has been found; and her relatives are beginning to fear foul play. . Despondent Over 111 Health. Warren, Ind., Dec. 13.—Perry Pouleson attempted to commit suicide yesterday by cutting his throat with a pocketknife. Mr. Pouleson, who is a well known and highly respected citizen, has been suffering with rheumatism for a number of years and despondency over his ill health is supposed to have been the cause of his action. Enrnings of Couuty Officials. Rochester, Ind., Dec. 13.—During the past quarter the earnings of the auditor of this county only amounted to $94.50, while the treasurer earned but sl9. Indianapolis, Dec. 13.—Dick Whittington, who started from San Francisco, April 5, with a wheelbarrow, cat and dog, to go around the world in three years, arrived iu this city at noon today.
