- T* ’"’7 Swindled. Last week a pair of solicitors for the hvcr-Sute Building, Loan and Savings I C -if Toledo, Ohio, were canvassing our town. We learn they succeeded in taking j, go .‘ i our citizen*. Wi will give ’ ome tacts and let the public be the jury. Toe Guaranty Building, Loan and Savings Co., of Toledo. Ohio, wasincorpor- ' a'.ed Dec. 19, 1891, with an authorized capital of |loo, ooo. The Board of officers 1 were Pres. O. P. Bowman; Vice-Pre*. ’ aid General Manager, Henty Plettner, Second Vice Pres. M. C. Guthrie; Sec’y and Treasurer, Ira Weldren. The Board • of Directors consisted of the above nsmed filters and S. E. Todd, Jr., and F. G. Moon. The inspector of B. L. & S. Co., of Onio, mode his report on the sth of July 1592, and reports assets <690.81, and ! liabilities <2,935 *sl of the aMets onl) about one-fourtb is available; that the total receipts were $3,814. 32 and the ex penses $3,540 93, that the company has contrary to law, issued preferred non-as-s> ssable paid up stock certificates bearing a fixed rate of dividends and has issued other stock upon terms not permissible by statute; that the salary of the President r and of the Vice-President were illegally I raised to sloo per month each, and of the Secretary to $75 per month, that the capital stock wgs illegally increased from sloo, ooo to $25,000,0000, This is certified to by H. F. Cellarius, deputy inspector, 1 and Weiner Opes, examiner to Hon. W. ’ 11 Kinder, ex-officio inspectorof B. L. A. I ot Columbus, Ohio, Who has brought proceedings through jhe attorney-general to revoke its charter. Now wp cftll attention to the following nejj incorporation, certificate filed Sep tember J 3,1892: “The Inter-State Building, Loan and Saving C 0.,” of Toledo, Lucas county, State of Ohio. Capital stock sloo, ooo. Incorporators, O. P. Bowman, Henry Plessner, Ira Waldren, F. G- Moon, S. E. Todd, Jr.; these with J B. Marston constitute the Board of Directors; the officers are the same as of the d- funct “Guaranty” with the exception of M. C. Guthrie. The prospectus shows ■he issue of the same illegal preferred pre paid, and guaranteed stock. By reference to the Toledo Blade, Sept--19, 1892, we find that Henry Plessner Vice President and General Manager must be an excelledt (?) financier. In the October term of court, IBSS in St. Jo seph county, Indiana, this man was in dieted fop embezzlement and grand larceny; another indictment in the same Ccurt charges false pretenses, and still another indictment holds out the facts hit he “buncoed” the Building and Loan . f South Bend out of money in hi* examnation of titles, etc. These cases have never been tried, for Plessner found more congenial latitudes * nd his bondsmen had to settle. The prison records pf Saginaw, Mich., show that on May 6, 1878, he wgs imprisoned and remained there until Oct 16, 1078. The court records show that the charges were embezzlement of funds ot he Freman’s Fund ot N. Y., and forging two bonds in lavor of Revere Ins. Co., of Boston, Plessner waived examination beore John M. Burke, J. P-, and was bound over to the circuit court, but failed to ap-’ peir and Igft hjs father and Anton Barcha'd bondsmen, put up the cash on hi* bonds. Shortly afterwards he was arrested in Chicago, and later on spent eighteen months in jail at Indianapolis. AuCUt a year since he turned up in Toledo, Ohio, find managed to get some very good men around fiilP 1° the Building and Loan Association gboyfi WUned. .Now in conclusion we have > string word of warning. When a man presents himself with a proposition that as an investor r you will make from 15 per cent and upwards, while the man who borrows the funds pays 6 or 7 per cent, the fellow is either a fool or a knave, and insults the common sense of his hearers. Further those National Building and Loan Associations that organize boards at remote p oints from the home office, have never redeemed the promises made by thp ofganizers, not one has ever yet matured a single share of stock within the lime, nor at the cost at which it was promised, and any “guaranty” is a farce. It must be nmin bered that a home as sociation is the only safe dealing in B & L s took. The salary and traveling expenses of a single solicitor would suffice to pay the entire expenses ot conducting a home association doii g as much business as the solicitor could drum up. No National can co ntinue dr irg business under the laws of Onio, when cl.artesed under her law, which provides “that all expense* must be puid out of the earnings only. A portion oi the earnings, not less than 5 per cen; of the net earnings, shall be set aside each year for the payment of certain contingent losses, and the nsidue of suchearnings shall be translerred as a dividend annually or semi-annually * * * * to the credit of ail members to be paid at such time and manner as its constitution may prov de.” So that no guaranty of either oividei.d, or rate of interest, may be made legally. And the first exam •nation of a National 01 Ohio by the jn-pector would show expenses far in ex cess of that provided hy law. There are too numerously many of these oily-tongu d fellows running over the country taking in the public in Build ing and Lean, aid Accident, Fire and Life Insurance. But in insurance the public have a protection, if it will avail itself of the opportunity. Whan some fellow, even ii he represents a good com--1 Bpfrny, presents himself and is more noted for the wrinkles in the back and skirt of h s coat than ior what lie knows about insurance, or more particular concerning the-polish of his hat thamfor a regard for the truth, ask him to show you his certificate of authority to do business, which is issued by the county clerk twice each year, January and July. If he cannot do it, any business he may do is illegal and criminal. A. K. Grubb. School will begin at Rivare next Mon day morning. / '*»
