Tax Law. Contii'ind. \\ il coming down to t’is question ol . irr.tv nnd town-iiip levies: The board ■l'c. nimi-sioners me I.' a tdtnl levy lor ill c unty purposes including free turnfund < f 70!.? cents on the one bun dollar- of valu.ri..n. which produced t:’\ofs” U-7I "h'c'i want towards ;„u ti,voun’v < xpensca, the interest in the eeunty debts, the bonds falling due in# the repairing ot.tiv: free gravel roads in the county. In the year 1891 the board of coinin’’' 1 stoners reduced the levy for all purp s. c. ■is mentioned from 70’.2 cente, 44 cents on the hundred, which created a tax or revenue ot $42,423.98, which was, an excess of I’B9l ot $3,091 27, but the increase of value of railroad property amounted to $810,044 at the 44 cents- levy made more than the total increase on the county revenue., Or tn other words, the 44 cents on $810,044 made a revenue of $3,564 19. or $472 92 more than the entire increase for countv purposes, Thus if the levy bad been made 44 cents on the hundred, valuation and there had been no increase of valuation of rail o:id property, the real estate and personal property of the county would have paid this' year less taxes than last by $472 92 as the total increase of taxes for county purposes amounts to $3,091.12. The total increase of railread taxes for county purposes amounts to $3.564.92 thus saving to the taxpayers of the county outside of railroad property, county tax amounting to $472 9’.. Therefore we see no reason why tbe taxpayer should complain of his taxes for county purposes. Below* we give you thg state, county and township levies sos the year ISgo and 1891 so that if you have the amount of vour valuation for those years you can teil at once by making computation, just how much taxes you paid for each purpose for each of stud years: sl‘4 . n . f S§* S 5 a 50£ 5 o = iWnsblp, ■ _ l i>l ' Union -* itolit. ..: ■■■■■■ d.’:!, ' - Kirtland.. ’•)••- Washington, ;■!? !?,’ St Mary’s ■' ’5 \ ti!: .? ~ Blue Creek : !l ' = ":' « ;’ Monroe fir " j, French i Hartford wiavu *0 Wabash ;? £ Jefferson •’■•t*.«' <» y.’ j) Decatur 7 ' ’ ~ ; 111 , You will readily see by the above tables that the taxes are not all equal in the different townships in the county. The statutes are and al vavs have been since the county wes organized, such as allow the township trustee to make Mich levies, in hi< respective township, as are n-ees sary to pay the expense of his own 'ownship: ar.d pay for improvements o£ rca \ bridges and the building of school house 1 . And a wise provision it is, for it enables the township trustee to properly provide rep Mis. anti manage his township. But we do no' speak of this matter for the -rarpose of criticizing the to-’-mship trust ess. for we believe they al! acted in gob ; faith in rnaki g their levies, ar.d only co, lest gncugli taxes tc properly manage their .. ' _ . . - There may be some instances in some townships where the levies are a little too high, and especially in townships where there are railroads, ior the reason that or 3 the first Monday in September 1891 when i the levies were made by the township i trustees and board of commissioners, the -xact a«e. smentof railrrada for Adams countv had not been returned to tbe county Auditor, b 'LC State tax commissioner, and cons quently tbe *'Uts'.ee-Mn a tneas ure, were compelled to e: ' niakS amount thereof, and fix their levies accoiu ingly. You will notice that in a’l the townships the levies for state and county purposes are the same. While they vary for township purposes in tbe year 1891, as m uch as forty cents on the hundred dol lars. In ,Preble and. Root the township levy was in IS9I thirty cents, while .in Wabash it was seventy, in Hartford sixty five, Jefferson sixty, St. Mary’s fifty, the city of Deca'ur,. for corporation purposes, eighty-or.e, and the town of Berne one dollar and five cents on the hundred dol lars, and Blue Creek fifty seven cents Washington fifty cents, and Monroe sixtyseven cents. In each of these townships and towns, either new school boilings have been built within the 1 st year or else payments have been made on buildings heretofore built.
