Blue Creek Township DEMOCRATIC CONVENTION. The Democrat, of Blue Creek tp. are requested to meet in mass Convention at Kimsey's school, Blue Creek Jownship. Wednesday,March 15, 1882, at one o’clock, p. m., for the purpose of nominating * Democratic township ticket, to be asported at the April election, and for the transaction of such other business as mas e-BUi« before the convention. L. Hedington, Ch r. Circuit Court. Last week Judge Robert Lorr y held an adjourned term of the A Jams circuit court, and disposed of several £*ses pending on change of venue. It seems very pleasant and natural to see Judge Lowry on the bench again. He has many warm personal friends in Adamscouuty, who are always glad to see him. Civil Service Reform. The Journal occasionally utters brave wcrds, as when it undertakes to gay “when the Republican party goes to 1 work to destroy an evil in this country, or any other question of national interest the Republican party will do it.” Last week. The Democrat showed what it has done with the Mormon question. This week attention is called , to the question of civil service reform, which the Republican parly has been wrestling with for a long time. Their National Conventions have resolved that the civil service must be reformed: | their statesmen have expended a vast amount of oratory upon the question, and while Grant was president, Congress passed a law which was supposed to be a cure all, that would dispose of ■ the vexatious question, among other things providing for competitive examinations for all applicants for official position, Grant, Hayes, Garfield and so far, the pres ent administration have ignored its provisions. Meanwhile the necessity for reform increases with every hour that the government is administered by the party in power, a necessity born of the corruption developed within itself, universally acknowledged by the party, and of which they have furnished the most convincing proofs. ' George William Curtis, long the politieal editor of Harper's Weekly, and: Whitelaw Reid, editor of the .New , York Tribune, in consideration of , their high standing and universally ae-. corded political integrity, have been recognized as leading champions by the masses, so far as the party press I is concerned, and have been considered authority upon this question. Their uttei antes have cad credit for being their conscientious convictions in all that pertained to officials and their appointment.

About <ne year ago. there wai *1 great Aruggle going on between two factious of the parly, since belter defined as ihe fight between Stalwarts

and Half Breeds, in which Senator i Conkling was the leader upon the oue 1 aide and president Garfield, by virtue I of his office, was upon the other. It | resulted in the resignation of the Sen I ator and his “ inc tO ° Pendin g w * Ml(l gglefnr re-election.

have been his vindication, and when the attempt to crush Conkling, A Co., the machine wing of the party, was at its height, Reid and Curtis took a prominent part against the Stalwarts. Reid telegraphed to president Garfield as follows: “The Assembly is overwhelmingly Conkling, but they did not dare to go on the record against Robertson so long as they thought the Administration meant business. Whenever the time comes Platt can either be forced to support Robertson or badly damaged by producing the proof of his pledges. Then we can surely get enough Democratic Senators to offset anything Conkling can do.” Viewing president Garfield from the high position his friends would assign him, could anything more base and in j suiting to a sensitive mind be imagin- I ed? It shows upon its face a political . conspiracy of the lowest type, emanating from a man who was supposed to ' represent the political integrity of the ; Republican party. In this light it is one of the most humiliating episodes, which began with the issue between Conkling and Garfield, over political appointments, and which finally resulted in the death of the latter. It would be charitable to draw a veil over a proposition, that indicates so base motives would control the president in making his appointments. This is the only interpretation chat “meant business” in this connection will permit. It means that the distribution of offices must be made to the pets of their men, that the Stalwarts might be squelched and if necessary Democratic Senators would be secured to assist. These are the degrading propositions ' ppise from t * ie best mcn * n l b e Republican pgrfy--the best men in its wide® l and UIC!l <winpr?liensive sense. And this being the case, wiiji reform in the civil service can be expected of a party whose best men voluntarily place themselves ill SO dishonorable a position. Party aside, it is a humiliating spectacle to look upon, ■ well calculated to destroy otif faith I and charity in humanity, that is thus. | as it were, thrown upon the screen by the political camera, illustrating more j forcibly than volumes of argument or jv.y;4 painting, the rottenness that ob- I 1 w • P art y- when its , highest MtaW P ohtita * WgF.tf ’’ ! so utterly defiled. | The inquiry naturally bui - .’*' * ort j from the inward sensibility of every , honest man, can the Republican party I be longer trusted to administer our j government? -

Last week, Calvin Cowgil, Indian agent, paid at Fort Wayne, the survivors of the once formidable tribe of Miami Indians, the money under the treaty of 1854, which officially extinguished them as a tribe. Quite a nuaiber reside in the vicinity of Fort Wayne. ?Ger they were paid off it was extremely diffieu'* M them from whiskey and sharpers. One ° them did loose a couple of hundred dollars, when his friends took eare of the remainder. President Arthur, who drew the capital prize in “the lottery of assassination,'is daily’developing a wonderful h eighth, depth, length and breadth of Stalwartism. so much so that the dead president's appointees must look with dismay at the probable chances of eviction. A close and guarded tongue, and ability to ride a stalwart horse for exhibition, will probably be serviceable factors m the time of need, and may retain manv in place, where the indiscrete would have to go. —

The Grant medal for those 306 ma- ■ chine Stalwarts, who were his “eld j guard,” at the Chicago Convention is the first decoration of the kind used in the U. S. A. An exchange remarks that any person wearing one -of them, it will be a passport to Arthur's private bottle, then tea more substantial recognition. No Half Breed au/d up- i ply. But they are only brass. Last year was a year of rough j weather and tempest on the ocean. The destruction of life and the loss of ■ property was correspondingly great, j There were 2,036 shipwrecks; vain? : of property lost, $1,400,000,000: loss of life, 1,134. Last Sunday there wag a big snow storm along the Atlantic coast freta Norfolk, Ya., north to Boston, the snow j falling to the depth of fourteen inches. The M. E. College at Fort Wayne I is rapidly acquiring the reputation of b eing an excellent place for ywing pec.pie to complete their education. Judge Cox overruled the motion of Gliiteau's counsel asking for a new trial and seutenct'd him to be hung on the 30th of June. RIOTICE OF SETTLEMENT.
